DutiesAs a GS-14 Workforce Analyst, you will perform the following duties : Demonstrates vast knowledge of employment-related issues and effective strategies for employment, reemployment or advancement in the workplace for adults, dislocated workers, and youth, as well as extensive knowledge of the public workforce investment system.Provides expert analysis and advice to support the development of ETA policy and guidance for the workforce system and grantees.Prepares analysis of research and evaluation studies and program experience to develop new program initiatives and to identify issues requiring further study and analysis.Develops funding opportunity announcements or Training and Employment Guidance Letters for grant applications and prepares funding allotments.Coordinates with Federal Project Officers for grants, ensuring interim and final deliverables are completed within established timeframes, grantee cohort performance measures are meeting expected targets, or grantee implementation lags projected milestones.Identifies underlying issues where performance or financial indicators show that grantee cohorts are not meeting agency objectives. Informs management of issues as appropriate, recommends solutions and implements corrective actions with Federal Project Officers.Identifies need for, develops and delivers effective on-site and web-based technical assistance for grantees, workforce system officials, other federal and state agencies, and DOL staff that reflect expertise in serving adult, dislocated, youth, or older workers through programs operated by the public workforce investment system.Responds to requests for information or technical assistance. Identifies and shares effective workforce practices, service delivery strategies, and tools. Uses data to inform program management, spending, and technical assistance decisions.Establishes and maintains effective working relationships with federal, state, and local agencies and other DOL agencies; organizations; and employers to ensure that ETA policies and priorities regarding adult, dislocated, youth, or older workers are given appropriate consideration, and that senior ETA and DOL staff are apprised of major policy and program initiatives of other agencies.Develops and maintains other partnerships and participates in task forces or working groups as identified.Prepares timely, accurate and responsive written documents such as fact sheets, memos, policy papers, and advisories; edits other's work for consistency with current agency strategic direction and formatting and style preferences.Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutally acceptable solutions. QualificationsYou must meet the Basic Requirements / IOR (Individual Occupational Requirement) andthe "Specialized Experience" to qualify for the Workforce Analyst, as described below.Basic Requirements / IOR (Individual Occupational Requirement) : A. Degree that included at least 30 semester hours in one or a combination of the following : sociology, psychology, economics, political science, or allied social science subjects that are especially pertinent to knowledge and understanding of employment and training programs.ORB. Courses in a college or university consisting of 30 semester hours as described in A above, plus appropriate experience or additional education.Specialized Experience (for positions above GS-5 or equivalent) : Professional experience in studying, analyzing, and / or advising on the economic, social and / or psychological factors affecting employment and training problems. This experience must have required knowledge of one or more of the following : Labor force dynamics, e.g., the population, economic, cultural, and political factors affecting employment and training problems; problems relating to labor force adjustment to automation and other technological change; the effects of collective bargaining agreements; and the impact on job content and educational and training requirements of a rapidly changing industrial environment.The cultural, environmental, political, or sociological factors related to employability or employment, e.g., employment and training problems concerning specific ethnic groups, group imbalances, skill imbalances, patterns of discrimination, rural community life, etc.The psychological aspects of employability such as individual differences, attitude formation, motivation, and factors affecting learning.NOTE : You must submit academic transcripts demonstrating that you meet the qualifying educational requirements listed above. You must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work.
