This position is located within the DC Department of Motor Vehicles (DMV), Administrative Services Administration. The mission of the DMV is to promote the safe operation of motor vehicles and public safety, while providing outstanding customer service. The primary purpose of this position is to serve as the principal advisor to the Associate Director of Administrative Service
Incumbent is responsible for overseeing the Human Resources and training divisions and providing expert guidance and support to managers, supervisors, and administrative officials on various human resource management and human capital issues related to recruitment, employee relations, labor relations, diversity, equity and inclusion, compliance, payroll, organizational development, and training. Additionally, incumbent ensures work assignments of other employees within the human resources and training divisions are carried out in an efficient and effective manner. Incumbent also coordinates, coaches, facilitates planning and development, performs complex work, often involving conflicting evidence requiring advanced human resource management skills.
Duties and Responsibilities
The incumbent will be responsible for managing the human resource liaison function, including implementing a monitoring and reporting system and responding to human resource issues. Collaborates with DC Department of Human Resources (DCHR) as necessary, to ensure accurate benefits management, position classification, and recruitment and placement of personnel within the agency. Serves as principal liaison among operating officials, responsible for administering programs/support systems relating to HR related issues and matters.
Develops and fosters positive relationships with DMV staff, other District agencies, and Federal government representatives to establish open communication channels pertaining to key topics, problems and processes. Coordinates all supporting activities to ensure efficient and effective operations. Conducts on-going analysis and evaluation of procedures and workflow processes and recommends modifications to accommodate changing operation requirements; and prepares statements of justification and implementation plans for recommended changes. Reviews draft procedures to implement new and revised policies and procedures.
Qualifications and Education
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level in the normal line of progression.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. MSS-At-Will Statement: All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
