What are the responsibilities and job description for the RESEARCH DATA SPECIALIST II position at Department of Resources Recycling & Recovery?
CalRecycle is looking for a Research Data Specialist II who is self-motivated, creative, and customer focused to conduct qualitative and quantitative data research and analysis of the Beverage Container Recycling Program (Program). In addition, the incumbent will conduct economic and statistical studies involving the assessment of cost, supply, demand, utilization and trends of resources for recycling program planning, budgeting, and forecasting of the Beverage Container Recycling Fund’s (Fund) cash flow and expenditures. The incumbent will inform, consult and advise leadership on the health of the Fund and impacts of legislative and policy changes to ensure the sustainability of the Fund and Program.
This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1, 2025, employees are expected to report to the office at least 4 days per week.

Desirable Qualifications
- Strong background in statistics and normative research methodologies.
- Strong background in data analysis and data management.
- Advanced level experience in Microsoft Suite, with particular focus on Microsoft Access and Excel for data analysis, report writing, and presentations.
- Advanced level experience of computer and statistical programs (R, SAS, Python, etc.) for data analysis.
- Ability to apply knowledge of research methods, techniques, application of computerized models to research data; statistical methods, and other methods used in the analysis and projections of data.
- Excellent writing skills and ability to compose clear and concise documents summarizing research findings and to make recommendations.
