The Virginia Department of Social Services, Division of Family Services is currently seeking an ICPC Program Consultant Lead. This position will be responsible for providing support and serves as a backup to the Program Manager in ICPC Unit when the ICPC Program Manager is out of the office, or during emergencies. Assists ICPC Administrator as backup for case assignments. Provides case management on complex and high profiled ICPC cases. Mentors new staff and assists with program development. Ensures the safety of youth in foster care. Responsible for foster care, public and private adoption, and residential placement paperwork being transferred to the Local Department of Social Services (LDSS) and other states timely and accurately. Conducts ICPC training with LDSS staff and stakeholders. This position is responsible for forwarding the paperwork, following up, and overseeing ICPC cases that will allow children to move into a safe, secure, and stable placement. This position may also have responsibility for paperwork regarding ICAMA.

Minimum Qualifications

  • Considerable social work practice in a local department of social services.
  • Considerable experience as a team lead/supervisor.
  • Experience working in the field of child-welfare services.
  • Demonstrated experience facilitating groups.
  • Ability to collaborate and work with a variety of different team members, and audiences.
  • Demonstrated experience interpreting and applying federal and state policies and procedures.
  • Considerable experience with local agency organizational structure and practices.
  • Experience working with customers and resolving complex issues.
  • Demonstrated case management experience.
  • Experience in evaluating programs.
  • Skills in communicating effectively, both orally and in writing with internal and external customers.
  • Ability to organize, prioritize, and manage workload.
  • Ability to work independently, collaboratively and as a team member.
  • Ability to identify program needs and recommend changes; resolve problems; design and evaluate programs to meet projected services goals/objectives and outcomes.
  • Skills in analyzing, interpreting, and assessing impact of procedures.

Additional Considerations

  • Experience and knowledge working with ICPC cases.
  • Understanding of Kinship practices.
  • Experience in Foster Care, Adoptions, and or Resource Family.
  • Knowledge of ICAMA.
  • Experience in writing policy or procedures.
