What are the responsibilities and job description for the PERSONNEL SPECIALIST position at Department of State Hospitals?
- Payroll input processing on-line keying of semi-monthly regular pay and intermittent pay
- Certify master payroll for monthly employee’s regular pay
- Process Personnel Action Request transactions for all appointments, miscellaneous changes, and separations
- Key on-line into PIMS system
- Notify affected employees of benefit options and monitor selection
- Follow case from beginning to closure, process all documentation
- Key all LSE employees onto LAS on-line
- Track all NLSE employees on Leave Record Cards
- Collect all 634 Time Worked Reports from each DSH-Atascadero department each pay period to audit leave usages
- Monitor for Leave Without Pay or Unauthorized Dock situations and process necessary documentation to assure accurate pay is requested/released
- Audit timesheets for overtime worked
- Verify eligibility and process payments of special miscellaneous pay for eligible employees
- Keep informed of all changes in policies and procedures affecting personnel transactions
In order to be considered for this job vacancy, you must satisfy one of the following requirements:
1. BE LIST ELIGIBLE: Successfully complete the competitive State civil service exam pertaining to this classification at Personnel Specialist Exam Bulletin, OR
2. BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250), OR
3. BE REINSTATEMENT ELIGIBLE: Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

MINIMUM QUALIFICATIONS: Either I One year of experience in the California state service performing office duties at a level of responsibility equivalent to an Office Assistant, Range B. Or II Two years of office experience. [Academic education above the 12th grade may be substituted for one year of the required general experience on the basis of either (a) one year of general education being equivalent to three months of experience; or (b) one year of education of a business nature being equivalent to six months of experience.] (Qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as Either I, II, or III, etc. For example, candidates possessing qualifying experience amounting to 50 percent of the required time of Pattern I, and additional experience amounting to 50 percent of the required time of Pattern II, may be admitted to an examination as meeting 100 percent of the overall experience requirement.)
- If it is determined that an applicant does not meet the minimum qualifications, the applicant’s name may be removed from the eligibility list.
