About the Position:

The Virginia State Police (VSP) is seeking to hire a Buyer Specialist in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The successful candidate will procure a wide variety of goods and services in accordance with the Virginia Public Procurement Act, the Agency Procurement and Surplus Property Manual (APSPM), VITA Buy-IT Manual, and Department policies and procedures; prepare and initiate the solicitation and execution of competitive sealed bids, competitive negotiations, sole source, and emergency procurements; and responsibilities include processing purchase requisitions, issuing solicitations, managing vendor contracts, and ensuring proper documentation in eVA. The role also provides procurement guidance, monitors vendor performance, and supports compliance with set-aside requirements for Micro and Small Businesses.

Minimum Qualifications

  • Working knowledge of conducting procurements for goods and services; in developing Request for Proposals (RFPs), Invitation for Bids (IFBs), and other contractual documents; conducting vendor negotiations and administrating contracts; researching techniques for obtaining goods and services; analyzing data and developing reports; and providing procurement guidance to agency staff regarding the requirements for the various methods of procurement.
  • Skill in operating computers and in using Microsoft Office Suite including Excel, Word, and PowerPoint, and other databases.
  • Demonstrated ability to interpret and apply procurement regulations, policies, and procedures; plan, organize, and prioritize a variety of procurement processes; plan, organize, and manage multiple projects simultaneously; communicate effectively in English orally and in writing; organize and maintain contract files and records; manage time and work effectively; and to work independently, and as a member of a team.
  • Ability to establish and maintain effective working relationships with all levels of personnel, state agency representatives, and others contacted internally and externally in the course of work.
  • Experience in the procurement of wide variety of goods and services.
  • Certification(s) as a Virginia Contracting Associate (VCA), or Virginia Contracting Officer (VCO) is preferred. Virginia Contracting Associate (VCA) certification must be obtained within two years of the hire date.
  • High School Diploma or GED equivalent.
