Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of Navy (ASN FM&C) OFFICE OF BUDGET, FMB. Responsibilities You will assist in the development of budget guidance for assigned programs through comprehensive understanding and application of DoD guidance, SECNAV guidance, data requirements, and directives. You will assist in communicating the interpretation and providing clarity for the staffs, Budget Submitting Offices (BSOs), and other DON stakeholders. You will be responsible for the for the continual review of program execution, monitoring funding, and the recommending of adjustments to allocations, when required. You will review and assist in planning and programming guidance development with specific emphasis on civilian manpower aspects, including substitution of civilians for military billets. You will maintain liaison with other branches of the Civilian Resources and Business Affairs Division and other divisions in FMB to ensure that the impact of decisions affecting civilian manpower and business information technology. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Experience providing expert-level financial management consulting services, management advice, and assistance to supported customers in the application of financial management theories, concepts, principles and standards; and resolution of the most complex issues related to operational finance work.
