The successful candidate will be responsible for ensuring that all necessary funding and approvals are in place for purchase requests. This includes obtaining waivers, certifications, and compliances as required.
Key Responsibilities
- Ensure procedures are followed and milestones met
- Advise requestors on the use of different types of contracts and pricing mechanisms during the pre-solicitation phase
- Perform pre-award functions, including determining contract type, method of solicitation, proposal evaluation criteria, and date of award
- Interpret technical, legal, and audit decisions to assess the impact of procurement and contract performance
- Conduct procurement or contract negotiations to achieve mutually acceptable outcomes
- Monitor contract performance to ensure conformance with contract terms and conditions
Requirements
- Must be a US Citizen
- Must be determined suitable for federal employment
- Must participate in the direct deposit pay program
- New employees to the Department of the Navy will be required to pass the E-Verify employment verification check
- Males born after 12/31/59 must register for Selective Service
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA)
- Certification in the Acquisition Functional Area and category assigned to the position is required within established timeframes
- Must obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty
- Must complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report
Qualifications
- Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
- At least one year of specialized experience at the GS-11 grade level or equivalent in the Federal service or private/public sector
