Job Title:
Lead Program Analyst
Key Responsibilities:
- Coordinates efforts to monitor and improve crash data collection procedures, implements needed modifications, and reviews sampling parameter to determine whether adjustments are needed in the sampling frame.
- Plans, implements, and improves quality control processes for sampling and coding activities of major data programs.
- Ensures that the State data collected are analyzed for the usefulness and accuracy.
- Manages the technical aspects of the support contracts.
Requirements:
- Must be a U.S. Citizen and eligible for consideration.
- Direct Hire Authority will also be used to fill this position.
- Required documents must be submitted by the closing date.
Qualifications:
The ideal candidate should have:
- Highly self-motivated with excellent communicative, analytical, and logical skills.
- Ability to develop collaborative relationships to facilitate the accomplishment of work goals for data collection efforts.
- Strong understanding of problem identification, skills in applying quality control techniques sufficient to support the infrastructure/design, implementation, and evaluation of a quality-controlled system.
- Ability to adapt to a fast-paced work environment and effectively handle the nuance challenges that come along with crash data collection.
- Experience working with analytical and reporting tools such as Tableau is highly desirable.

The candidate should demonstrate:
- Able to exercise originality, flexibility, and creativity in addressing and approaching technical problems encountered in working with major data programs.
- Independently apply quality control techniques sufficient to support the infrastructure/design, and evaluation of a quality-controlled system with minimal supervision.
- Demonstrated knowledge of applications and modifications about statistical and mathematical techniques to plan, design, and conduct surveys to provide data for highway safety analyses and to apply them to crash data to obtain quantitative measures.
- Ability to analyze problems to identify significant factors, gather pertinent crash data, and recognize solutions.
