District 8 – 604/4276 Maintenance Hiring Unit

Under the general supervision of a Staff Services Manager I, the Staff Services Analyst performs a wide variety of difficult non-supervisory assignments in the Maintenance Support Branch. Will work individually and as a team member, and may oversee the work of others. Will be expected to consistently exercise a high degree of initiative, independence and originality in performing the assigned tasks.

Works closely with the Maintenance Services Liaison between Maintenance and the District to provide support with Maintenance hiring. Monitors vacancies for assigned crews. Prepares Personnel Action Request Forms (PARF), Action Request Forms (ARF), duty statements, certification requests, vacancy advertisements, position justifications, hiring considerations and other documents relative to hiring, promoting and transferring employees for the Maintenance Division. Ensures accuracy and all required documents/correspondence relating to each PARF package is compiled and secured for future reference. Responsible to ensure hiring documents are available in the event of an audit. Expected to follow current guidelines when compiling the hiring documents. Responsible for analyzing and processing staff's completed requests for bilingual pay, out of class assignments, post and bid transfers, leave of absent requests, retiring staff, and employee transfers. Maintain and review Maintenance Division organizational charts for changes and accuracy. Processes documents through the District Resource Management Office and the Southern Personnel Service Center. Tracks PARF packages to ensure efficient work flow. Consults with supervisors on current vacancy issues in Bargaining Unit 12, rank and file, and makes necessary recommendations to fill the vacancy. Operates a computer with word processing capabilities while generating various correspondences in technical and non-technical areas consisting of letters, memorandums, forms, reports, charts and separation clearance checklist forms. Other computer applications will be used for cataloging and maintaining office files, records, reports and lists. Responsible for maintaining all historical data, spreadsheets, and files. Serves as the D8 Maintenance Post & Bid (P&B) Coordinator. Responsible for entering vacant position information in the database, composes P&B ads and forwards P&B information listings to each supervisor with Bargaining Unit 12 employees. Responsible for tracking the list of the bidders for vacant positions.

Working Conditions

Position located at 464 W. 4th Street, San Bernardino, San Bernardino County.

The base of operation will be the Maintenance Support office. While in the office setting he/she will be working in a climate-controlled environment with artificial lighting. Work environment includes constant interaction with a diverse group of customers and co-workers, and sitting for long periods of time at a keyboard. Due to constant interruption, incumbent must have the ability to prioritize and multi-task in order to complete regular work assignments.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
