Position Description
The Program Manager will oversee and manage the Overnight Shelter at Opportunity House, ensuring that clients receive the appropriate support, resources, and services to help them achieve permanent housing in the community. Responsibilities include client outreach, eligibility screening, counseling, and coordinating housing and services in compliance with ESG guidelines. The Program Manager, in coordination with the PT Case Manager, will manage documentation, reports, and ensure clients are connected to resources and maintain progress toward permanent housing.
Additionally, the position includes supervising staff and collaborating with service providers to support client needs, while reporting to and working closely with the Arkansas Director.
Primary Duties and Responsibilities
Essential Functions
- Set policy and programming to ensure that clients are getting the support that they need and that all guidelines are followed as outlined by grantors and other funders. Ensure ongoing compliance with funder guidelines.
- Outreach/screen potential clients for eligibility using the ESG guidelines for all referrals
- Ensure timely submission of required reports and documentation to remain in grant compliance (e.g., monthly activity and finance reports, grant renewals).
- Ensure client files include required eligibility documents, progress notes, service plans, and other necessary paperwork
•Facilitate weekly client progress review meetings with supportive services staff.
•Coordinate care with other service providers and involved supports
•Manages Human Resources tasks promptly, including payroll submissions to the Director of HR, interviewing, onboarding, coaching, training, and development of all staff and volunteers.
•Ensure staff are trained on and follow current safety protocols, including incident reporting, emergency procedures, and de-escalation techniques; regularly review and update protocols as needed.
•Ensure appropriate staffing coverage during shelter hours and support staff in managing emergencies or incidents during overnight operations, as needed.
Additional Tasks and Responsibilities
•Supervise Shelter staff to ensure the use of good clinical care and respectful treatment of all clients
•Provide a means of communication that clients and staff may use 24/7 for emergencies
•Provide crisis intervention as needed
•Maintains all relevant program information current in both paper and electronic formats
•Develop programming as needed to better meet the ever-changing need of the clients
•Enter and update client data in HMIS and the New Org database weekly, with annual updates as required. Use data to assess program effectiveness and contribute to evaluation reports
•Attend community meetings, network with other service providers, and advocate for the homeless within the local region.
•Recruit, orient, and supervise Depaul USA volunteers and practicum students to support the program’s operations and enhance service delivery for clients.
•Work closely with Depaul USA grant writer, accountant and bookkeeper to ensure good practices, grant renewal and help to secure financial stability for the ongoing needs of the program
General Responsibilities
•Adhere to all quality assurance policies and procedures.
•Stay informed of current local and national events, trends, and issues, that impact Depaul USA’s work with homeless individuals.
•Strive continuously to develop the role in collaboration with the supervisor to ensure that all tasks are being undertaken in an effective and appropriate manner, meeting the strategic goals and objectives of Depaul USA.
•Participate in internal/external meetings as required, attends training events, conferences, and other functions as necessary.
•Participate in regular supervision and annual evaluations, identifying his or her own developmental and training needs.
•Ensure adherence to all Depaul USA policies and procedures, particularly those relating to Health and Safety, Safeguarding and the Code of Practice and Confidentiality.
•Contribute to the effective implementation of Depaul USA’s Equal Opportunities Policy as it affects both the organization and its work with this client group.
•Undertake the role in a professional manner maintaining a high-quality standard of work, in accordance with the Vision, Mission and Values of Depaul USA.
Qualifications
The ideal Program Manager will be a professional with at least two years of experience in supportive services with vulnerable segments of the population. S/he will have experience working with individuals who have faced homelessness and struggled with issues of mental illness, cognitive disabilities, and addictions, as well people who are newly housed or employed. The Program Manager should possess the following:
•Minimum of a bachelor’s degree in a related field (e.g., social work, psychology); at least two years of relevant experience, including supervisory or program leadership responsibilities.
•Exceptional communication, multi‐tasking, conflict management and interpersonal skills.
•Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), and experience with data management systems
•Familiarity with trauma-informed care, harm reduction models, and strengths-based approaches to service delivery.
•Ability to organize tasks, events, people, and delegate effectively.
•Ability to exercise independent judgment when appropriate and strong decision-making skills.
•Experience working with diverse populations
Work Schedule:
- Onsite at Opportunity House with limited offsite work.
- Monday through Friday, 3PM – 11PM CST.
- In rotation with leadership team on call evenings, nights, weekends and holidays
