This job opportunity is for services to be performed under a contract with the federal government Office of Refugee Resettlement.
The Operations Specialist is responsible for performing daily support task for the Operations Center. This position focuses on facilitating smooth, effective communications and information-sharing between departments and management while ensuring the security, safety, and operational efficiency of the site.
Essential Functions:
- Serve as the liaison between Operations Center management and representatives from other lines of business
- Perform tasks essential to day-to-day operational functions, including drafting and editing daily reports and operational documents
- Monitor radio traffic, camera operations, and security databases to ensure site safety and security
- Draft Informational Incident Reports (IIRs) and continuously update stakeholders during incidents
- Collaborate with the team to maintain and implement Standard Operating Procedures (SOPs)
- Identify opportunities for operational improvements and recommend process enhancements to management
- Monitor and enforce compliance with emergency protocols, including incident response, access control, and situational monitoring
- Coordinate with site employees during emergency events, maintaining operational continuity in line with established policies
- Serve as Operations Center tactical support liaison during emergency or program-impacting events at the site, adhering to established FEMA-certified Incident Command System (ICS) protocols during business continuity and disaster recovery efforts
- Ensure compliance with program’s local, state, and federal laws, policies, and regulations
- Other duties as assigned
Knowledge and Skills:
- Basic knowledge of Microsoft Office Suite (Word, Excel, Outlook)
- Familiarity with or ability to learn radio traffic system operation/monitoring, CCTV and camera operations, and fire/security monitoring tools
- Advanced verbal and written communication skills to create accurate reports and collaborate effectively with teams
- Ability to provide clear, concise updates during emergencies or critical incidents
- Ability to assess real-time situations and implement practical solutions
- Must be able to speak, read, and write in English and Spanish
- Ability to work flexible hours in a 24/7/365 business environment
Education and Experience:
- High school diploma or equivalent required; Associate’s degree in a related field preferred; related experience will be considered in lieu of degree
- One to three years prior experience in operations, law enforcement, military, emergency management, or administrative support
- Knowledge of FEMA Incident Command System (ICS) protocol
- Must obtain and maintain a federal Tier 2 Security Clearance and Texas State Child Abuse/Neglect database check
- Must be authorized to work in the U.S.
- Must be able to travel within the Continental United States (CONUS)
- Must pass a motor vehicle record check and employer and government (eQIP or eAPP) background checks after accepting a conditional offer of employment
