DCAS Human Capital (HC) is creating a new Quality Assurance and Project Management (QAPM) unit. QAPM is being designed to serve as a proactive unit that identifies and addresses opportunities for improvement in HC’s broader work, processes, and programs to ensure efficient and exceptional customer service. QAPM utilizes tools and methodologies to perform its work including SWOT analyses, RACI Charts, and Change Management with an emphasis on project management standards to ensure deadlines are met timely.
DCAS HC seeks to engage one (1) Special Examiner (DCAS) who will serve as a Business Operations Analyst (BOA) in the QAPM unit. The BOA will perform work related, but not limited, to the following:
- Draft reports, templates, presentations, and emails
- Take notes at meetings and sharing follow-up written communications and summaries
- Conduct research on Quality Assurance and Project Management methods, techniques, and best practices
- Answer telephone calls for the QAPM and Executive office
- Track compliance and maintain consistent product management output over time (ensure each step of a process is thoroughly inspected and refined)
- Conduct planning and testing exercises to identify operational gaps and waste
- Establish and refine business requirements and processes for efficiency
- Communicate department and business expectations clearly with all stakeholders, managing deadlines and expectations
- Provide proofreading and editing support and coordination for internal and external communications
- Support administrative efforts including copying, scanning, and drafting documents/correspondence that includes reports, templates, presentations, and emails
- Provides backup or supplementary support in another Analysts’ absence or scale of project
- Promote the use of automation where possible
- Support HC's Cybersecurity Liaisons, including the preparation and delivery of presentations and reports
- Provide in-person and/or virtual support for monthly Agency Personnel Officer (APO) meetings
- Special projects as assigned

1. Education and/or experience appropriate to qualify for the specific assignment.

- Experience working with the City of New York - Experience working with policies and work promulgated by DCAS Human Capital - Proficiency in the Microsoft Office suite, especially Excel, Word, PowerPoint, OneDrive, Teams, and Outlook - Ability to analyze and manage data using applications like Excel - Quick learner on using new systems, applications, and tools - Familiarity with project management principles, techniques, and methods - Familiarity with quality assurance activities - Experience working independently and collaboratively to ensure priorities meet deadlines - Strong desire to work with diverse groups of people and strong interpersonal skills - Experience preparing and managing business requirements documents (BRDs) - Effective communication skills (listening, written, visual, and verbal), including the ability to understand and be understood in English - Ability to handle sensitive situations and maintain a high degree of confidentiality - Ability to adhere to deadlines - Strong time management skills - Ability to conceptualize new or complex work, operations, and theories - Strong attention to detail
