Job Duties
The Virginia Department of Education (DOE), Office of Procurement, is seeking a highly motivated and experienced professional to ensure compliance with the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property (APSPM), VITAs Buy-It Manual and the Vendors Manual as they apply to agency-wide purchases. More specifically, the position will be one of two part time buyers assigned to take action on procurement requests up to and including $100,000.
Minimum Qualifications
Ability to communicate effectively both orally and in writing, establish and maintain effective working relationships within a wide range of expertise and educational backgrounds;
Thorough understanding of the Virginia Public Procurement Act (VPPA) and the regulations set forth in the Agency Procurement and Surplus Property Manager (APSPM) and the Vendors Manual published by the Department of General Services, Division of Purchases and Supply;
Thorough understanding of VITA's procurement policies and procedures;
Computer proficiency, including creating and updating complex Excel spreadsheets and creating complex Word documents;
Ability to work with outside entities in a professional, responsible and effective manner;
Ability to research, analyze and interpret statutory and regulatory requirements in the areas of procurement to determine effects on DOE programs and processes;
Ability to develop and issue unsealed IFBs and RFPs;
Ability to review procurement documentation and advise appropriately;
Ability to perform research and analysis for procurement requests and activities;
Ability to prepare training materials and deliver procurement specific training to internal stakeholders;
Ability to provide technical consulting services, training, guidance and recommendations for improving procurement-related operations; and
Skilled in using state of Virginia systems such as eVA and Cardinal
Additional Considerations
Graduation from high school or equivalent; experience in business environment. eVA knowledge preferred. Successful completion of VCA, VCO or CPPB or other equivalent procurement certification preferred.
