Job Duties

The Regional Exercise Project Coordinator will lead and/or support the implementation of an all-hazards approach for local and all seven Virginia Department of Emergency Management (VDEM) Regional partners. This includes ensuring the overall project management process is consistent with the Homeland Security Exercise and Evaluation Program (HSEEP) exercise cycle methodology, prioritizing preparedness needs identified by federal agencies, the Commonwealth of Virginia’s THIRA/SPR report, LCAR, and other relevant Virginia stakeholder or leadership priorities.

Duties include but are not limited to:

  • Lead or support the planning, organization, expectations, products/documents, and overall management of exercise planning teams across the Commonwealth.
  • Ensure that exercises are aligned with HSEEP methodology.
  • Lead or support the design, development, delivery, and evaluation of exercises at the local, tribal, regional, and state levels, validating the plans and capabilities of localities, regions, and the Commonwealth of Virginia.
  • Provide emergency management training support for a diverse preparedness program with responsibility for determining organizational performance, development of needs and services.
  • Planning, developing, and implementing agency wide or statewide exercise and training plans, program and/or initiatives for the Commonwealth.
  • Build, foster, and maintain relationships with internal VDEM divisions and external public/private stakeholders to ensure coordinated preparedness and readiness across Virginia.
  • Work with stakeholders to align exercise and training efforts with federal, state, and local priorities, ensuring that Virginia's emergency management programs meet evolving threats and hazards.
  • Evaluate the effectiveness of exercises and training programs, providing feedback and recommendations for improvement.
  • Development of After Action Reports (AARs) and the identification of corrective actions to enhance future exercises and preparedness initiatives.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP.

Minimum Qualifications

  • Expertise and experience in State, Local, or Tribal/Territorial Emergency Management, including Emergency Operations, Response, and the HSEEP Exercise Cycle.
  • Strong knowledge and skills in project management, FEMA Preparedness Cycle, assessment, evaluation, and analysis.
  • Proficient in exercise planning and design methodology.
  • Working knowledge of Virginia local, regional, tribal, territorial and state government organizations and operations.
  • Knowledge of basic project management principles, including client expectations management, developing detailed project plans, defining project scope, assessing risks, and assigning tasks to team members.
  • Knowledge of foundational emergency management, public safety, public health, and homeland security concepts.
  • Ability to apply an all-hazards, whole-community approach in developing, leading, and executing training and exercise programs, including needs assessments, planning, and technical writing.
  • Strong leadership skills in managing teams, projects, and stakeholder expectations.
  • Demonstrated ability to work well with others at various levels to include regional and VDEM staff, especially concerning exercise projects, with clear and professional oral and written communication.
  • Ability to track and follow up on corrective actions and improvement plans.
  • Expertise in preparing, analyzing, and coordinating written plans, policies, and procedures, as well as leading training and exercise programs in collaboration with local, tribal, territorial governments, state agencies, and emergency management stakeholders, up to the Office of the Governor.
  • Ability to assist in establishing and monitoring goals and performance standards for an Exercise Program.
  • Must possess a satisfactory driving record and valid driver's license.

Additional Considerations

  • Considerable experience in the field of emergency management.
  • Considerable Radiological Emergency Preparedness training and experience.
  • 2019 NIMS compliant.
  • Technical writing and project management skills.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
