Job Description
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire a Procurement Analyst II for a position with the Watershed Support Division within the Source Water Protection Directorate, located in Kingston, New York.
The Source Water Protection (SWP) Directorate is responsible for implementing a wide variety of partnership, regulatory and non-regulatory programs throughout the water supply watershed. The Watershed Support Division processes approximately 75-100 micro procurements (i.e., under $20,000) each year for SWP to support those watershed programs and manages around 50 active formal contracts.
Under general supervision, of the Budget & Procurement Section Chief, the Procurement Analyst II, will serve as Procurement Coordinator and will coordinate between SWP staff and the Bureau procurement team to initiate, execute and manage annual expense procurements between $20,000 and $100,000, including purchase orders for the Wastewater Treatment Plant Operational and Maintenance (O&M) costs. This position will also assist the Section Chief with Change Orders, Time Extensions and Amendments to formal contracts. The Procurement Coordinator will provide technical assistance and clarification to procurement affiliates by answering questions, explaining procedures, payments and legal requirements related to purchase orders and/or contracts. They will also update internal procurement database and perform related assignments and special projects as required. Specific duties include:
- Submitting, tracking and ensuring procurements are set-up, paid out and closed.
- Reviewing the documentation submissions for small bids (less than $100k) and non-competitive small procurements (NCSPs) and wastewater O&M, confirming funding, and working with project managers to compile necessary information.
- Assisting with submission of contract change orders, time extensions, and amendments.
- Monitoring expenditures and tracking against the annual spend plan.
- Updating applicable tracking files and save all documents to the correct digital location.
- Communicating with consultants and project managers, to ensure approvals are granted for each assignment.

Kingston is a City in Ulster County, New York, approximately 90 miles north of New York City.
Minimum Qualifications
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
