This position is located in the Department of Forensic Sciences (DFS). The Supervisory Quality Assurance Specialist (Quality Assurance Officer) will be directly accountable to the Director for the administration and oversight of the Department of Forensic Sciences Quality Assurance Program. The incumbent is responsible for quality related functions of the agency by addressing and maintaining accreditation needs, quality assurance and certification aligned with the service delivery models of the Forensic Sciences Laboratory (FSL), Crime Scene Sciences (CSS) and Public Health Laboratory (PHL) Divisions.

Duties and Responsibilities

The Quality Assurance Officer provides leadership and oversight of the Department's Quality Assurance Program by monitoring continuing compliance with Agency and Divisional policies, accreditation and certification standards, and any supplemental requirements. The incumbent establishes and maintains uniform policies and procedures and systems for records management. Assists with establishing measurable program standards for evaluating program performance, aligning resources, and achieving accreditation from relevant accreditation bodies. Further, routinely monitors quality assurance activities to achieve agency goals and objectives.

Additionally, the incumbent oversees and/or coordinates the proficiency testing program to ensure timely ordering and distribution of proficiency tests and testing results from test providers as well as submission of testing records to the appropriate accreditation bodies throughout the year. Oversees and/or coordinates the maintenance of management system documents (i.e., proficiency testing records, audit records, management review records, etc.). Oversees and/or coordinates internal audits and management reviews, provides oversight to internal/external quality assurance reviews and audits, and address findings and root cause with appropriate recommendations, corrective, and preventative actions. Develops and designs quality systems and processes to meet organizational objectives and plan for continuous improvement.

Qualifications and Education

Undergraduate and Graduate Education: Major study - quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. Or

General Experience): Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

Specialized experience: is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.

Working Conditions/Environment

The work is performed in the normal office settings.

The nature of the DFS mission necessarily involves the potential risks associated with biological or chemical hazards, including morgue functions. Although contact with these functions is intended to be minimal, the risks are nevertheless possible; training to recognize, address, and mitigate these risks is required as is dealing with potentially personally difficult topics, such as crime, death, and disease.

Pay Plan, Series and Grade: MS-1910-14

Type of Appointment: Management Supervisory Service (MSS), At-Will Appointment. Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Position Suitability: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Position Designation: This position has been designated as Essential and acceptance of this offer confirms you agree to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding essential/emergency employees. As an essential employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).

Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
