Job Description

The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis, CHECW works to increase visibility of the harm perpetuated by centuries of racist, socially unjust policy while pushing towards redress for the most community, faith-based, and health care organizations. CHECW's work focuses on social determinants of health, including environmental and commercial determinants, and addresses both upstream and downstream factors to improve health and well-being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health, the Bureau of Brooklyn Neighborhood Health, the Bureau of Harlem Neighborhood Health, the Bureau of Chronic Disease Prevention, the Bureau of Health Equity Capacity Building, the Bureau of Equitable Health Systems and the Bureau of Finance, Administration and Services. The division's Executive Deputy Commissioner also serves as the Agency's Chief Medical Officer.

The Bureau of Finance, Administration and Services (BFAS) seeks a Grants and Research Analyst to support the critical administrative work of the bureau supporting grants and special projects for the division and to work with the Fund for Public Health of New York City (FPHNY). The Grants and Research Analyst will assume quantitative research oversight for conducting fiscal and budget analyses to support and advance the Center for Community Health and Wellness (CHECW) public health outreach efforts impacting under-served members of the NYC community. In addition, the Grants and Research Analyst will analyze the efficiency of procuring goods, services, and the analytic review of contracts with CHECW's external partners.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • Lead financial and policy research to improve grants applications and FPHNY Negotiated Acquisition project proposals.
  • Develop dashboards and visual data reports to present to senior management and leadership in CHECW. Conduct financial and policy research to improve efficiency and provide customer service support.
  • Analyze and review grant documentation and grant protocols.
  • Prepare analytic reports, make recommendations to supervisor concerning provision of additional funding or defunding of existing programs procurement documents and contracts.
  • Conduct analyses of grant funding spending over grant cycle to prepare budget projection reports for current and upcoming fiscal years.
  • Work in partnership with bureau leadership to develop and lead tracking and management of strategic plannings goal setting for CHECW. Analyze and provide information on vendors past performance and financial status as well as other factors which might affect the delivery of contract services .
  • Analyze and review grant documentation including grant budgets, proposals, and reports to ensure compliance with contracts and grant protocols.
  • Prepare fiscal analysis reports, make recommendations to supervisor concerning provision of additional funding or defunding of existing programs procurement documents and contracts.
  • Monitor and review vendor invoices, maintain vendor files in an organized manner and keep running total vendor accounts.
  • Monitor and create reports on the performance of post-award contractors to ensure contract compliance through review of standard reporting documents; provide customer support as needed.
  • Serve as a centralized divisional level liaison by establishing collaborative partnerships with bureaus and Finance, Legal and HR at the agency and at FPHNY to resolve issues.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
