The Virginia Department of Historic Resources is the State Historic Preservation Office (SHPO) in Virginia. As the SHPO, DHR administers a number of federal programs. DHR is also a state agency in the Natural and Historic Resources Secretariat. DHR fosters, encourages, and supports the stewardship and use of Virginia’s significant architectural, archaeological, and historic resources as valuable assets for the economic, educational, social, and cultural benefit of citizens and communities. The Department of Historic Resources is seeking a proven professional to serve as a Human Resources Analyst responsible for the administrative support of agency Human Resources including proficiency in Cardinal HCM data keying and transactions, recruitment, selection, contract hiring, and onboarding of new employees (full-time, part-time and volunteer). The Human Resources Analyst is responsible for Human Resources data management via Phoenix and HR Data Insights (HRDI) to ensure accessibility to Human Resources agency historical PMIS and HurMan data. The Human Resources Analyst is responsible for mandatory DHRM annual reporting and records retention, onboarding and offboarding processes, assigning mandatory COVLC training, benefits transactions, personnel information systems, retirements and providing administrative support to the Human Resources Manager, as directed. This position will have access and accountability to all DHR employee information in Cardinal, Virginia Sick & Disability Program (VSDP), Worker’s Compensation, agency personnel files, work cycle timesheets and the coordination of recruitment, screening, interviews, and documentation associated with the selection process to include background investigation. This position will also work very closely with DHR Hiring Managers, internal and external stakeholders, other agencies and businesses.
Minimum Qualifications
The successful applicant will have experience providing administrative support with proficiency in Cardinal HCM data keying and transactions.
Experience maintaining records and documentation to ensure records are accurate.
Experience with the administrative tasks associated with onboarding and offboarding processes, ensuring proper documentation and procedures are followed.
Experience completing all necessary administrative tasks and documentation to hire wage and non-wage employees, in alignment with all internal DHR Human Resources processes.
Experience demonstrating problem solving, attention to detail, proofreading, editing, and accuracy required.
Experience prioritizing tasks and working independently, as well as experience demonstrating the ability to work collaboratively in a team-oriented environment.
Experience demonstrating the ability to exercise judgement while maintaining a high level of confidentiality ensuring protection of employees’ private information is required.
Experience demonstrating organizational skills for effectively managing multiple tasks and deadlines.
Experience demonstrating verbal and written communication skills for effectively interacting with all levels of agency staff, candidates and stakeholders.
Experience demonstrating knowledge of principles and procedures in Cardinal HCM, assigning mandatory COVLC training, compensation, benefits transactions, and personnel information systems.
Experience demonstrating strong computer skills utilizing Microsoft Office Suite applications (Word, Excel, PowerPoint, Outlook), spreadsheets, Google documents and HR related systems (e.g., PeopleSoft, Cardinal HCM, Page Up, VRS Navigator, HRDI, Phoenix, COVLC) along with the ability to manage electronic and manual filing systems.
Experience demonstrating the ability to document and update policies, work processes and audit records. Must be able to interpret policies and procedures to provide accurate information to staff. Working knowledge of state Human Resources policies and procedures; federal and state laws governing employment desired.
Experience demonstrating knowledge and fluency in DHRM annual reporting requirements for all state agencies including the Employment Opportunities Plan, the Workforce Planning and Development report and Open Enrollment.
Experience demonstrating excellent customer service skills with internal and external stakeholders.
Additional Considerations
Considerable experience in Cardinal HCM is preferred. Experience with Human Resources data management systems including DHRM’s Phoenix and HR Data Insights (HRDI) preferred. Administrative experience is preferred. The selected candidate will be required to complete a criminal background check as a condition of employment. A valid driver's license is required.
