Job Duties
The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Director of Project Management in the Information Management Division.
Job responsibilities will include, but are not limited to:
Reports directly to the Deputy for Technology and Innovation as Director of the Enterprise Project Management Office (EPMO).
Serves as the program manager as assigned to multiple, complex Information Technology (IT) systems development projects and provides overall project governance.
Program management responsibilities include: (1) development of project charters and proposals; (2) development and management of project budgets; (3) development, management, and maintenance of project work plans and schedules; (4) management of project scope; (5) development and management of project resource plans; (6) management of assigned staff and project teams; (7) development and management of risk mitigation and contingency plans; and (8) project status reporting.
Serve as the project manager liaison with the Virginia Information Technologies Agencies’ (VITA) Project Management Division, including submitting and receiving approval of all required documentation facilitating the various phase approvals in order to keep the project on schedule. Draft CMS-required Advance Planning Documents (APDs) to secure project funding and work with CMS to gain approval of APDs. Manage expenditures to the approved APDs.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Experience in strategic and tactical planning, application of management practices and principles, and technical systems analysis.
Knowledge of Medicaid Management Information Systems (MMIS) or other large scale health care processing systems.
Experience in managing large scale IT projects that includes development of project work plans utilizing project management.
Experience in strategic and tactical planning, application of management practices and principles, and technical systems analysis.
Knowledge of IT environments and applications.
Experience interpreting and applying federal, state laws/regulations.
Experience in applying project management principles to manage multiple projects and meeting deadlines.
Experience with internal/external stakeholders.
Considerable knowledge of the Health Insurance Portability and Accountability Act (HIPAA), including Electronic Data Interchange (EDI) Transactions and Code Sets.
Experience in developing and maintaining project budgets, resource plans, risk and contingency plans.
Additional Considerations
Competitive candidates should meet these additional considerations:
Project Management Professional (PMP) certification.
Knowledge of and experience with VITA project management standards, protocols, procedures and tools.
