Position Title: Executive Director, Talent Pipelines and Professional Growth  Location: Office of Human Resources, Detroit Public Schools Community District, 3011 W Grand Blvd, Detroit, MI 48202 Salary$130,678 - $162,500  Reports to: Assistant Superintendent, Human Resources  Bargaining Unit: Non-Union  Benefits Eligible: Yes   Telecommuting Eligibility: Hybrid. Eligible for up to 40% telecommuting following successful onboarding in accordance with District policies and administrative guidelines.  Position Summary: 
The Executive Director, Talent Pipelines and Professional Growth is a member of the Human Resources leadership team and is responsible for developing and maintaining robust, innovative, and sustainable pipelines of talent for DPSCD. The Executive Director leads several critical initiatives including On the Rise Academy (DPSCD’s district-based alternative teacher certification program), our pre-service teaching program, and our early career teacher development work (early career teacher academy and mentoring). The Executive Director is also responsible for leading the Professional Growth team to develop and execute a strategy aligned with District priorities to ensure all DPSCD employees have access to professional learning experiences and opportunities for career and skill development. The Executive Director works with senior leaders across district offices and forges relationships with external partners, including university-based teacher preparation programs and stakeholders from the Michigan Department of Education.  
  Minimum Qualifications: 
  • Bachelor’s degree from an accredited college or university required; master’s degree in a related field preferred; 
  • A minimum of five (5) years of experience leading and managing cross-functional teams towards ambitious outcomes; 
  • At least three (3) years of senior level experience working directly with superintendents, executive cabinet leaders, school board members, non-profits, or community representatives; 
  • At least five (3) years of experience in pre-service and early career teacher preparation and development, including the design and execution of innovative programs is required (experience with alternative certification programs strongly preferred) 
  • Experience designing and leading large-scale professional development initiatives (e.g., professional learning experiences, career pathways, continuing education) for a large school district, non profit or charter management organization;  
  • Experience building talent strategies within a school district, charter school network, or non-profit organization; 
  • Demonstrated knowledge of Michigan’s requirements for teacher certification, endorsements and professional development;  
  • Strong verbal and written communication skills with demonstrated ability to develop complex messages to different stakeholder audiences;  
  • Knowledge of educator support and development specific to educating special populations including English Language Learners and students in Exceptional Student Education programming (preferred); 
  • Knowledge of Frontline, Blackboard web application and/or other learning management systems (preferred) 
Essential Functions:  
  1. Serve as a member of the Human Resources leadership team to build and maintain a strong and inclusive team culture and to lead the department towards ambitious objectives and key results. 
  2. Refine and execute a vision to improve and scale existing talent pipeline initiatives (On the Rise Academy, pre-service teacher program, and early career teacher mentoring). 
  3. Liaise with other senior leaders to develop and execute a professional growth strategy that expands opportunities for professional learning for all staff members in alignment with the District's yearlong scope and sequence for learning and establishes career frameworks and development pathways for instructional and non-instructional roles. 
  4. Support the development of tools and trainings to improve the quality of existing professional development initiatives. 
  5. Collaborate with senior leaders in key central office departments to ensure all talent pipelines and professional growth initiatives are supported and executed in alignment with state certification/licensing and professional development requirements, DPSCD’s strategic plan, and the District’s Vision of Excellent Instruction.  
  6. Oversee, and manage a team to execute all components of On the Rise Academy including participant recruitment, selection, preparation, certification, program approval and accreditation, and continuous improvement. Collaborate with school support teams in Academics to align support for On the Rise Academy Fellows with broader school improvement support. 
  7. Oversee and manage a team to execute the operations and logistics for all district-based professional learning including the workshop registration and incentive cycle, Rise Up (the District’s annual all-staff professional development day), events at the District’s professional development center, and services provided at the District’s curriculum lab. 
  8. Develop new and manage existing relationships with external partners including the Michigan Department of Education, university-based leaders and faculty, alternative teacher certification program leaders, and external vendors to ensure alignment with DPSCD’s talent needs and quality assurance. 
  9. Design and test innovative benefits and incentives that encourages potential staff members to pursue careers in education and to remain in DPSCD. 
  10. Advise the Labor Relations department on matters related to talent pipelines and professional growth. 
  11. Lead and evaluate a team of staff members towards ambitious objectives and key results, including direct management of director-level staff and cross-functional roles, providing regular feedback, coaching, and direct support to ensure all team members operate at a high level.  
  12. Perform other duties as assigned.
