We are seeking a highly skilled and hands-on Program Manager to lead and manage complex hardware and software projects within our organization. The ideal candidate will have a strong software development background, extensive project management experience, and a deep understanding of both the software development life cycle (SDLC) and operational systems management. This role requires expertise in managing multi-site, high availability operational systems, and mission-critical large database systems.  This position will be hybrid to the site location in Springfield, VA.


What You'll Be Doing: This is a highly visible, critical role and will be responsible for the following:



  • Manage the operations of the contract, including understanding all related processes and managing timelines, resources, and risks

  • Lead and manage a large team in the development, sustainment, and operation of complex hardware and software projects

  • Oversee multi-site, high availability operational systems and mission-critical large database systems

  • Manage software development projects using languages such as C, C , C#, Visual Basic, MSDN, and .NET

  • Utilize and update project management tools such as Jira, Confluence and/or MS Project

  • Design and develop Oracle large databases, including entity relationships, table design, and stored procedures

  • Operate within Sun/Solaris/Unix/Linux environments and high availability architectures

  • Plan and execute cloud migration projects, including resource allocation, risk management, and stakeholder communication

  • Integrate IT systems, solutions, and platforms with existing government infrastructure

  • Ensure compliance with federal information security requirements, including NIST and FISMA.


Required Education, Experience, and Skills:



  • Bachelors degree in computer Science or related field

  • 15 years of overall experience, with minimum of 8 years in Program / Project Management experience

  • Experience managing government client programs/projects large in size that includes managing additional partners and stakeholders 

  • Exceptional people care skills, combined with project operations experience

  • Strong experience working with clients, stakeholders, and technical teams to create an environment that fosters clear communication of expectations and goals

  • Strong software development background with an in-depth understanding of the SDLC

  • High level of proficiency in using and updating with one or more of the following tools: Jira, Confluence, and/or MS Project

  • Experience managing multi-site, high availability operational systems and mission-critical large database systems

  • Familiarity with cloud technologies (e.g., Azure, AWS) and cloud migration projects

  • Understanding of federal procurement processes and experience managing federal IT contracts

  • Strong technical skills and a deep understanding of federal information security requirements 

  • Experience with Agile methodologies, such as Scrum and Kanban

  • Ability to grasp and communicate technical development concepts quickly

  • Experience planning, organizing, and controlling activities throughout the development lifecycle

  • Familiarity with DevSecOps, data management, and security management concepts

  • Excellent diplomacy and communication skills

  • Ability to prioritize team and project success

  • Quick learner of new business areas


 


Preferred Education, Experience, and Skills:



  • Proficiency in Oracle database design and software development

  • Experience with software coding in languages such as C, C , C#, Visual Basic, MSDN, .NET

  • Experience with Sun/Solaris/Unix/Linux environments and high availability architectures
