Job Title: Vice President of Programs and Operations
FLSA Classification: Exempt
Reports to: CEO
Salary Range: $70,000 - $90,000

Key Responsibilities:
Strategic Leadership and Planning
- Collaborate closely with the CEO to develop and implement DDM’s strategic plan, setting and prioritizing long-term organizational goals to present to DDM’s Board of Trustees.
- Oversee and guide DDM’s program and administrative functions to align with the strategic plan, mission, and values of DDM.
- Conduct regular evaluations of strategic initiatives and measure progress against key performance indicators to ensure DDM remains responsive to the needs of its residents and stakeholders.
- Lead the development of new program opportunities and initiatives in alignment with strategic objectives, including service expansion and quality improvement projects.
- Participate in and provide executive-level insight into budgeting, financial forecasting, and resource allocation to support long-term growth and sustainability.
Program Management and Quality Assurance
- Supervise Program Managers, ensuring they implement person-centered, high-quality care that complies with all DDM, DCH, and DBHDD policies and standards.
- Oversee Quality Assurance initiatives, directing compliance audits, incident reporting, and adherence to CARF standards to ensure continuous improvement in service delivery.
- Collaborate with Program Managers on quarterly and annual program reviews to assess outcomes, compliance, and financial performance for all DDM services.
- Support the Program Managers in training regional staff and host homes on relevant DBHDD requirements and DDM policies, ensuring consistent and compliant service delivery across all regions.
Operational and Facilities Management
- Supervise the Operations and Facilities Manager, overseeing facility and vehicle maintenance, health and safety protocols, and the administration of Therap and GAMMIS systems.
- Ensure agency policies and procedures are accessible, up-to-date, and uniformly implemented across all departments, collaborating with department heads to develop necessary updates.
- Oversee the development and maintenance of disaster response plans, annual safety checks, and the management of new business development projects, including Host Home and Group Home expansion.
Human Resources Oversight
- Provide leadership to the HR Director, ensuring that DDM maintains robust talent acquisition, training, performance management, and employee engagement practices.
- Guide HR strategy to ensure that DDM recruits and retains skilled, mission-aligned staff and maintains compliance with all employment laws and regulatory standards.
- Work with HR to design and implement training programs for all staff, enhancing competencies in areas critical to DDM’s mission, including resident care, compliance, and leadership development.
Clinical and Nursing Oversight
- In Collaboration with Program Managers oversee the work of two full-time nurses, ensuring all nursing tasks are completed in line with best practices and compliance requirements.
- Nurses collaborate with Program Managers to potentially delegate nursing supervision for efficient care delivery and monitoring.
- Ensure nursing and health services meet the needs of residents and adhere to applicable healthcare and regulatory standards.
Financial Stewardship
- Lead the creation and management of program budgets in alignment with organizational goals, monitoring financial performance to ensure efficient use of resources.
- Collaborate with Program Managers to control expenses and monitor overtime within each regional program to optimize financial sustainability.
- Support development initiatives with data-driven insights to enhance fundraising, grants, and partnership efforts as needed.
Insurance Management
- Oversee and manage all organizational insurance policies, including property, vehicle, liability, worker’s compensation, and health insurance, ensuring adequate coverage and compliance with legal requirements.
- Regularly review and assess insurance policies to ensure comprehensive coverage aligned with organizational needs, seeking cost-effective options where possible.
- Collaborate with insurance brokers and carriers to address claims, renewals, and adjustments as needed, managing risk exposure across all programs and facilities.
- Provide regular updates and recommendations on insurance matters to the CEO and Board, addressing risk management and liability concerns.
Community and Stakeholder Engagement
- Cultivate and maintain relationships with key stakeholders, community partners, and other agencies to foster collaborative partnerships and resource-sharing opportunities.
- Represent DDM at external meetings, conferences, and outreach events, promoting DDM’s mission and program offerings to enhance community support and recognition.
- Lead strategic marketing efforts to recruit new referrals, host homes, and support stakeholders aligned with DDM’s mission and service philosophy.
Board Committee Participation and Board Meetings Preparation
- Actively participate in DDM’s Program Committee and Personnel Committee, collaborating to advance initiatives that align with DDM’s strategic goals and operational priorities.
- Provide detailed updates, reports, and data analysis to Program and Personnel Committee members, highlighting programmatic successes, challenges, and improvement plans.
- Work in close collaboration with the CEO to prepare for Board Committee and full Board meetings, including drafting presentations, compiling data, and providing insights on programs, quality, and operational performance.
- Attend and contribute to Board Committee and Board meetings as needed, providing insights, responding to inquiries, and sharing updates that support informed decision-making and strategic direction.
Additional Responsibilities
- Travel regularly to ensure programmatic and operational compliance and to support local homes, programs, and staff.
- Facilitate regular meetings with program leadership and staff to ensure alignment with DDM’s core values, mission, and service standards.
- Mentor and support supervisors in all departments, creating a culture of leadership development, teamwork, and continuous improvement.
- Provide executive-level reporting to the CEO, contributing insights into organizational performance, risk management, and key initiatives.
Qualifications
- MUST HAVE DBHDD COMP WAIVER EXPERIENCE
- Bachelor’s degree required; Master’s degree in Social Work, Business Administration, or a related field preferred.
- Minimum of 10 years of experience in a leadership role within a human services or healthcare organization, with expertise in managing programs for individuals with I/DD.
- Demonstrated success in strategic planning, operational management, and regulatory compliance.
- Strong financial acumen and experience in budget management.
- Exceptional interpersonal and communication skills, with the ability to build effective relationships at all levels.
- Proven leadership and team-building abilities, with a focus on employee engagement and professional development.
- Knowledge of DBHDD, CARF, DCH, and other applicable regulatory standards for I/DD services.
