Dexis is presently implementing a three-year contract with a one-year option to implement the USAID / Timor-Leste Accountability and Integrity Mechanism (AIM), a project designed to strengthen Timor-Leste's accountability ecosystem and advance the Government of Timor-Leste's (GOTL) anti-corruption reforms, including the GOTL's new Anti-Corruption Law and good governance targets set within Timor-Leste's Strategic Development Plan (2011 - 2030). The USAID / Timor-Leste AIM project forms part of USAID's new generation of democracy support in Timor-Leste and aims to bolster key institutions, to include governmental, parliamentary, and civil society actors, to improve the ability of Timor-Leste's democratic system to deliver "an inclusive, prosperous, and healthy Timor-Leste" for its young and growing population. Accordingly, Dexis will work with civil society, the government, and parliament of Timor-Leste to strengthen the strategic, institutional, communications, and coordination capacity of key accountability institutions, especially the Anti-Corruption Commission, the Office of the Ombudsman for Human Rights and Justice, and the audit chamber. Stronger institutional independence of these oversight agencies and partner civil society organizations coupled with the development of sound legislative and governmental policy will ensure that citizens are empowered and can hold government accountable, thus leading to more inclusive and sustainable economic development.

In addition, AIM has been requested by its principal counterpart institutions, the Anti-Corruption Commission (CAC) and the Office of the Provedor for Human Rights and Justice (PDHJ) to provide support to develop their capacity to conduct research and gather data to inform policy directions, enhance the design of specific anti-corruption programs and to monitor and / or to improve or adjust ongoing ones. Recently, AIM had co-organized a research secretariat in the PDHJ as a modality to deliver the requested research capacity-building support, with a counterpart research secretariat being negotiated and to be developed in the CAC. Once operationalized, these research secretariats will serve as the main channels of AIM support for the research needs of these two institutions, as well as a conduit for technical assistance. The proposed specialist will also serve an initial coordinator of these proposed secretariats.

About the Position

Timor AIM seeks a National Anti-Corruption Research Specialist, a senior short-term Timor-Leste national consultant (local in-country consultant), proposed to commence from October 21, 2024 until January 20, 2025, to perform these duties and complete the deliverables below.

Responsibilities

The National Anti-Corruption Research Specialist will be responsible for coordinating with AIM partners CAC, PDHJ, JSMP, other state accountability institutions and other relevant partners to deliver technical assistance and support for research capacity-building and implementation of research and data gathering and analysis projects, including the design and conduct of surveys and other data-gathering activities.

Duties of the Specialist will include :

  • To provide research technical assistance and training / capacity-building support to AIM partners CAC, PDHJ and JSMP, as well as other AIM partners who may need such support in the future.
  • To gather and collate anti-corruption and good governance studies, papers, materials, and other relevant information and develop a database for easy access of AIM partners CAC, PDHJ, and JSMP, among others, including the coordination of the relevant research secretariats or administrative mechanism to deliver research support.
  • To work with relevant partners to develop their capacity to perform research and data-gathering, including the design and implementation of surveys and other data-gathering mechanisms, and to advice senior management on the design of appropriate anti-corruption programs and interventions, and / or make course corrections or adjustments to existing programs.
  • To work with senior staff of JSMP and support the development of specific corruption monitoring projects / activities, gather data through interviews, mini-surveys, focus groups, and other data-gathering means, train relevant support staff, and prepare technical reports with recommendations for action of accountability institutions.
  • Perform such other duties and functions as may be assigned by the AIM COP or DCOP.

Qualifications

  • Relevant university education background in law, economics, public administration, public policy, social sciences, political science, statistics, management or a related field (at least 10 years of professional or practical experience will be considered in lieu of relevant university educational background)
  • Actual experience in conducting anti-corruption research, data-gathering and analysis, report-writing, organizing research projects and activities, and similar activities; experience in the design and / or implementation of surveys will be an advantage.
  • Practical experience in engagement and collaboration with government institutions or CSOs for relevant work, or work that demonstrates knowledge and skills in the areas covered by this TOR.
  • Experience working for projects funded by USAID or other bilateral or multilateral organizations will be an advantage.
  • Initiative and ability to work independently.
  • Meticulous attention to detail.
  • Innovative thinker with positive and results-oriented working style.
  • Ability to work under pressure and collaboratively with counterparts and colleagues.
  • Oral and written command of the English, Tetum languages and Português and Bahasa Indonesia is an advantage.
  • Preferred Qualifications

  • Data and computer programming skills
  • Knowledge of monitoring, evaluation, and learning policies and procedures.
  • Familiarity with good governance work, preferably derived from work with a government accountability institution or an accountability CSO.
