You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the federal government, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Such experience involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software as well as the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

- Overseeing the identification and definition of business or technical requirements applied to the design, development, implementation, management, and support of software systems, networks, and data agency wide.
- Developing and presenting automation options to management that take into account time, cost, and resources available agency wide. Assuring requirements are finalized and design documents prepared for application software agency wide.
- Leading teams, which analyzes current agency-wide operating procedures; and developing new or supplemental guides to improve the quality of software architecture; researching emerging technologies and planning the integration of new application software development into existing agency IT structures.
- Designing, developing and testing large and complex programs, which are mission critical or have wide impact. Test, install, implement, and maintain existing application software.
