Job Summary:

The IT Program Manager performs management of overall task and contractor staff to include:

  • Work with Leadership and Federal Staff to validate and determine IT plans.
  • Monitor departmental goals and initiatives.
  • Work with contractor employees to establish lifecycle replacement plans for TCO managed hardware, software, and networking equipment.
  • Work with contractor employees to track projects, task completion, and deliverables via, Weekly, biweekly, and monthly reporting.
  • Ensure that the employees are adhering to all federal and agency policy and procedures.
  • Ensure that employees are maintaining necessary training to support customer systems and emerging technologies.

*This position is dependent upon contract award. Selected candidate must be within a commutable distance of Suitland, MD.* 

Job Duties and Responsibilities:

  • Provides oversight of all aspects of field and/or task-level project performance (i.e., technical, contractual, administrative, financial).
  • Support multiple projects simultaneously.
  • Supervises personnel involved in all aspects of project activity, organizes, and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and maintains customer contacts to ensure conformity to all contractual obligations.
  • Interfaces with all areas affected by the project including end users, computer services, and client services.
  • Ensures adherence to quality standards and reviews project deliverables.
  • Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
  • Recommends action to direct the analysis and solutions of problems.
  • Exercises independent judgment, as well as a high-level of analytical skill, in solving non-routine technical, administrative, and managerial problems.
  • Work closely with the Office of the Chief Information Officer (OCIO), senior leadership, and federal staff to align IT project goals with the Census Bureau's strategic objectives.
  • Participate in weekly and monthly meetings with senior leaders, branch chiefs, and the Contracting Officer Representative (COR) to discuss project progress, risks, and resource requirements.
  • Provide comprehensive project plans, status reports, and financial summaries to federal leadership, ensuring transparency and effective resource management.
  • Develop and implement risk mitigation strategies, including contingency planning and incident response for critical infrastructure and cloud environments.
  • Maintain a risk register, track risk mitigation efforts, and report on risk status to senior leadership and the COR regularly.
  • Utilize Microsoft Project and other project management tools to track project schedules, budgets, and deliverables in alignment with the Census Bureau's strategic plan.
  • Prepare and present bi-weekly status reports and monthly status reports (MSRs) detailing significant project activities, financial status, and resource utilization to senior leadership and the COR.
  • Ensure that project deliverables adhere to quality standards and are submitted on schedule as per the Quality Assurance Surveillance Plan (QASP).
  • Monitor contract staffing levels, issue timely notifications for staffing changes, and ensure compliance with staffing requirements as per the contract terms.
  • Other duties as assigned. 

Job Requirements (Education/Skills/Experience):

  • Minimum 8 years of IT program management experience, including at least 4 years in a supervisory role.
  • US Citizen with active Public Trust.
  • Minimum Bachelor’s degree in IT, Business Management, Engineering or a related field.
  • Systems Tools Familiarity: Microsoft Project, Remedy.

Experience Desired:

  • Experience managing projects for the U.S. Census Bureau.

Certifications:

  • Required: Project Management Professional (PMP).
