Manager of Transportation 

Reports to: Director of Accounting and Finance

Job Summary:

Responsible for the organization, administration, supervision in the area of the school district transportation system in accordance with state law and policies along with school district policies.

Duties & Responsibilities:

• Organizes and implements a pupil transportation system within the policies of the Board of EducationCoordinates transportation with contracted carrier
• Develops and maintains lists of children eligible for transportation
• Approves bus stops in as safe a location as possible
• Approves and arranges transportation for field trips and athletic trips
• Keeps records for preparation of state and local reports such as inventories, pupils transported, route mileage, time records, special trip records, traffic accidents, and other required reports
• Interprets transportation procedures and regulations to public and staff
• Makes recommendations that may improve transportation services and efficiency; such as rules and regulations for drivers and pupil conduct
• Coordinates bus discipline program with drivers, building administrators, and parents
• Negotiates, in cooperation with the Business Manager, with contractors for services which they provide the District
• Assists the Superintendent on decisions regarding school delays and/or closings during periods of inclement weather
• Assign students, schools, stops and busses to bus routes. In making bus route assignments, make maximum use of the time and capacity available for each bus in the System
• Evaluate the effectiveness of the Transportation Systems and where appropriate recommend to the District, methods to improve the effectiveness of the System
• Develop and monitor the student transportation budget
• Assist the HR Office with recruiting and maintaining Department of Transportation Staff
• Recommend to the District short-term and long-term plans, processes and procedures intended to improve student transportation services and, upon the District’s approval and adoption of such policies and procedures, implement same
• Audit and track compliance of vendor contracts
• Evaluate the performance of each bus contractor the District partners with
• Prepare monthly performance reports for the District – selected elements of the performance reports will be identified and communicated on a quarterly bases with bus contractor
• Review invoices from bus contractors monthly, reconcile any adjustments or billing discrepancies, and process bus contractor invoices

Required Skills & Abilities:

• Principles and practices of supervision, including work planning and review, and basic personnel practices.
• Safe driving practices and procedures.
• Practices and procedures of student transportation planning and programs, including route planning and balancing, scheduling coverage, safety programs, driver instruction, and special population needs.
• Provisions of the Pennsylvania Vehicle Code and the Education Code applicable to the operation of vehicles in transporting students.
• Basic practices and procedures of budgeting. First aid practices.
• Planning, organizing, scheduling, assigning and reviewing the work of others.
• Training, instructing, appraising and counseling employees.
• Coordinating routes, drivers, schedules and assignments.
• Maintaining records and preparing reports pertaining to the work of the group.
• Evaluating and developing procedures, standards, and methods for student transportation operations.
• Establishing and maintaining effective working relationships with staff and managers.
• Preparing and monitoring budgets. Exercising independent judgement and decision-making.

Education and Experience

• Associate's Degree from accredited college or university required. Bachelor's Degree desired.
• Prior experience managing K-12 transportation department required.

• Must possess a valid Commercial Pennsylvania driver's license with passenger and school endorsements.

• Satisfactory driving record.

Physical Requirements:

• Sitting for extended periods in the bus driver's seat.
• Working in exposure to jolting, noise and vibration.
• Hand, arm and leg agility to operate a school bus including manual transmissions and clutches on some models.
• Clear, corrected vision equal to 20/40 in both eyes (Snellen).
• Walking and climbing to board the bus.
• Bending, stooping, kneeling and reaching to inspect the vehicle and clean the interior.
• Hearing to monitor traffic conditions, bus malfunctions, and other hazards (e.g. grade level train crossings).
• Speech sufficient to maintain order on buses.
• Ability to stand for long periods of time of the workday

Level of Compensation: $50,726 - $103,534 (dependent on Step and Track placement as determined based on collective bargaining agreements).

This is a 10-month position in the Southeast Delco Education Association contract group.
