Position Summary:
The Human Resources Financial Specialist will provide primary support to the Human Resources Department which is responsible for the district-wide Human Resources functions. This position is confidential and serves as a support to the Human Resources Department and the financial administration which involves preparation, input to, or knowledge of sensitive collective bargaining materials, employee misconduct information, support to public records, and bookkeeping. This position will also provide support in serving the needs of the public in matters that relate to access of district public records.
Supervision and Controls over the Work:
Serves under the direction and guidance of the Director of Human Resources and is held responsible for results in terms of effectiveness of planning and administering assigned areas of responsibility and for achievement of program goals and objectives. The work of the Human Resources Financial Specialist is guided by, and must follow federal and state law, policy direction of the School Board, compliance with state and local regulatory agents.
Duties and Responsibilities:
Duties include but are not limited to the following: Performs the following full range of duties with limited guidance and supervision to include, but not limited to:
- Supports Labor Retaliations activities including bargaining, bargaining prep, contract maintenance and emergent issues.
- Answers the telephones and responds to inquiries, makes referrals as appropriate.
- Creates confidential document types, formats, and transmits correspondence.
- Works within the state public disclosure laws and requirements, and agency policies and procedures for responding to public records requests from any member of the public, groups of organizations representing member of the public.
- Completes required District reports.
- Assists supervisor with developing and handling special projects, processing administrative details.
- Assists with scheduling/management as needed.
- Have knowledge of district policies and procedures pertaining to Human Resources and Financial Operations.
- Verbally relays messages and instructions from supervisor to appropriate staff; establishing priorities at own discretion; ensure that all obligations are met; brief supervisor on matters to be considered prior to scheduled meetings.
- Conducts fingerprinting/background checks and maintains all records of results.
- Creates and provides school badges to all approved staff, contractors, etc.
- Assists staff in application process for licensure relevant to ancillary staff, certified staff, administrative staff, coaches, etc.
- Ensures that all steps have been followed regarding the hiring/recommendation process.
- Informs applicants of status of application; offers of employment, not selected, not offered interview etc.
- Processes unemployment claims and attends hearing if applicable.
- Maintains records and ensures compliance for all substitute teachers, athletic coaches, volunteers, etc.
- Maintains employee personnel files.
- Inputs all staff/substitute data into the Frontline/Aesop system.
- Inputs student data into the PowerSchool software for transportation state reporting.
- Responsible for the financial operations/budget of Human Resources:
- Follows procurement regarding purchasing, requesting quotes, entering information into Visions software, submitting invoices for payment, etc.
- May be asked to send out district information on behalf of the Superintendent.
- Creates and distributes employment contracts to staff.
- Creates and maintains records of all recommendations.
- Complies with, upholds, and enforces administrative directives and/or regulations, local school board policy, and state and federal regulations.
- Shall perform all other duties as assigned.
Minimum Qualification:
- High school graduate or equivalent.
- Associate degree. Related experience may be substituted for education.
- Demonstrated success in maintaining an elevated level of confidentiality related to all Confidential Secretary functions.
- Strong understanding of “client-centered” support and the ability to establish effective working relationships at all levels of the organization.
- Proficient in Microsoft software; Word, PowerPoint, Excel, etc.
- Ability to work effectively in an environment with frequent interruptions, requiring the ability to concentrate and consistently produce accurate work while responding to interruptions and changing priorities.
- Ability to maintain confidentiality in all matters including protection of information related to the development of collective bargaining materials and personnel information.
- Ability to work both independently and cooperatively, exercise judgment and creativity, organize work, set priorities, and meet deadlines.
- Must have effective communication, computer, and interpersonal skills, have ability to learn and utilize new software programs as systems are upgraded.
- Ability to establish and maintain effective working relationships with students, staff, and the school community.
- Ability to speak clearly and concisely both in oral and written communication.
- Ability to perform duties with awareness of all district requirements and Board of Education policies.
- Experience in the field of accounting.
- Valid NM State Driver’s License.
