  • ABOUT THE ROLE :

  • The 'Capture Manager / Director SLED-IL' (CM) will be part of DivIHN's SLED Market Group and will report to the VP, SLED Markets. The CM will take on business development for all agencies within the State of Illinois and local governments in Illinois. The development efforts will be focused on organic development of opportunities and their pursuit through the RFP route as well as under the Master Contract that DivIHN already holds.
  • Key Areas of Responsibility :

  • The CM will study DivIHN's capabilities and history and develop and execute a Capture Program for the State of Illinois within the overall plan that has been generated by the SLED Marketing Group.
  • The CM will systematically map the various agencies and governmental entities with identified high level strategies and needs, key decision makers / influencers / vendor partners, planned opportunities and unmet needs; identify specific opportunities and position DivIHN to win such opportunities.
  • The CM will identify marketing needs and work with the Marketing Manager and Head of SLED to obtain the marketing assistance required.
  • The CM will build and actively maintain strong and heathy relationships in the target entities and larger ecosystem, including vendor partners and large system integrators.
  • The CM will plan and execute the capture of specific opportunities, planning ahead of RFPs for win-themes / winning coalitions, and work with the Proposal team to ensure high quality responses to RFPs.
  • The CM will make use of all available Master Contracts, to generate business outside the competitive procurement route, wherever available opportunities present themselves.
  • The CM will actively mine information from all publicly available datasets and information sources to maximize the set of identified business opportunities in the State of Illinois.
  • The CM will provide expert-level utilization and ROI on available 3rd-party research tools and resources.
  • The CM will stay abreast of progress with projects sold, maintain healthy relationships with the client, and work towards customer delight.
  • Key Experience and Qualifications :

    Required Qualifications

  • Proven Capture Management experience in SLED, for a minimum of 5 years.
  • Thorough knowledge and experience with industry standard capture processes, tools, and best practices.
  • Excellent verbal and written communication skills. Must be able to communicate effectively and in a constructive manner with management, peers and coworkers.
  • Superior formal procurement response writing skills (RFP, RFQ, RFI, etc )
  • Expert knowledge of various project engagement contract structures and how they apply to potential client situations.
  • Demonstrated collaboration behavior with excellent facilitation and negotiation skills; Proven ability to work with all functions of an organization.
  • Strong problem-solving skills with demonstrated ability to find solutions while working independently.
  • Demonstrated ability to manage multiple priorities / projects, meet deadlines, facilitate change and delegate responsibilities.
  • Desired Qualifications :

  • SLED Capture Management experience targeting the State of Illinois.
  • Experience serving the State of Illinois as an employee, contractor, or vendor.
  • Wide existing network of customer / end user / agency contacts and / or relationships in the State of Illinois.
  • Expert knowledge of State of Illinois procurement policies, procedures, and compliance requirements.
  • Formal capture management training / certification (Shipley Capture, etc )
  • Formal negotiation training and / or certification. ]
