Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:

Substitution of education may not be used in lieu of specialized experience for this grade level.
Additional information
This is an Emergency Essential (EE) position. The incumbent will be designated Non-Combat Essential (NCE). In the event of a crisis, the incumbent may be required to deploy, within CONUS only, via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EE position must arrange for a military deployment waiver from the Reserve Unit, which will remain in effect while assigned to the EE position. This requirement must be met prior to placement in an EE position. An NCE employee could be deployed to support emergency operations, humanitarian missions, disaster relief, or other expeditionary missions in the continental United States that are not considered "combat" locations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location.

- If selected at the GS-13 level, duties will be performed in a developmental capacity.
- Analyzes operational requirements, proposals, and documentation to ensure goals and objectives are consistent with policy constraints, overall Task Force Support Office (TFSO) objectives, and management intent.
- Serves as a project manager for operational support programs and establishes appropriate communication channels to support mission requirements.
- Manages the overall planning effort of assigned tasks, including special projects, studies and analysis, contingency planning, continuity and emergency operations plans, and assigned joint working groups.
- Utilizes expert knowledge in the National Response Plan and interacts with lead federal agencies for Emergency Support Functions.
- Reviews and evaluates the status and progress of projects and studies to ensure that plans are in proper order of priority and phasing.
- Ensures that requirements and objectives are met and activities are guided toward accomplishment of overall strategic objectives.
- Serves as a senior planner for deployments, exercises, Operations Plan (OPLAN) revisions, Memorandums of Agreements, and emerging requirements.

- Performing a wide range of operational planning duties to include operational analysis, concept development, inter-agency coordination, evaluation, and refinement of current emergency preparedness contingency plans.
- Analyzing operational requirements, proposals, and documentation to ensure goals and objectives are consistent with policy constraints, overall objectives, and management intent.
- Preparing decision briefs and briefs to senior leadership.
- Supporting the planning and operations of the Continuity of Operations Planning (COOP) and the National Security/Emergency Preparedness (NS/EP) programs.
- Performing a wide range of operational planning duties to include operational analysis, concept development, inter-agency coordination, evaluation, and refinement of current emergency preparedness contingency plans.
- Serving as a subject-matter-expert in federal continuity programs, continuity of operations policy and plans, policy development, and NS/EP planning.
- Making recommendations for actions to maintain a maximum readiness posture within existing resources and to resolve operational programs that impact upon readiness capabilities.
- Preparing and publishing guidance governing command and control requirements for and operation of emergency measures.
