The Human Resources Liaison Assistant (HR Liaison Assistant) is responsible for administrative support and coordination day-to-day Human Resource (HR) operations and designated tasks or projects within the Department of Developmental Services (DDS). Responsibilities include but are not limited to administrative support for recruitment, onboarding, offboarding, reporting, HR communication, payroll changes. This position will receive day-to-day and long-term direction and guidance from the Human Resources Liaison.
Responsibilities include:
  • Provide administrative support to HR recruitment efforts to include but not limited to the recruitment and processing of prospective employees, reference checks, hiring documents, assist with scheduling of interviews, onboarding, performance evaluation compliance and agency staffing plan.
  • Provide administrative support before, during and after job fairs, as needed.
  • Support hiring managers in the hiring process.
  • Coordinate large hiring cycles; collaborate with hiring managers on the pre-offer process.
  • Coordinate DDS orientation to provide new hires with the knowledge and resources needed for successful employment through the DDS orientation process for Central Office and Central Office Fields and when appropriate agency wide.
  • Prepare, submit, and track new hire IT hardware, network, and software requests, working with Executive Office of Health and Human Services (EOHHS) IT, Executive Office of Technology Services and Security (EOTSS) and agency security officer.
  • Provide EOHHS Human Resources (EOHHS HR) with all payroll changes transactional forms for transfers, work schedule changes, educational incentives and/or bilingual differentials, updates to report to structure, and assist with payroll data audits.
  • Subject of guidance from EOHHS HR and HRD coordinate the employee separation process; provide required documents to employees, EOHHS Human Resources, inform appropriate staff/Agencies on separations, and maintain tracking.
  • Assist HR Liaison to monitor the performance appraisal systems, EPRS and MassPerform.
  • Maintain organizational charts for the agency.
  • In collaboration with EOHHS HR Benefits and Leave maintain SERV Program and Blood Donation Leave for the agency.
  • Work collaboratively with Budget to ensure all positions are identified accurately for budget spending cost purposes.
  • Serve as point of contact for HR administrative support for all staff in coordination with the HR Liaison and EHS Human Resources.
  • Coordinate agency wide communications, as necessary.
  • Assist HR Liaison with special projects as needed.
  • Support EHS HR in the implementation of human resources policies and procedures.
Preferred Qualifications:
  • Working experience with the Commonwealth HR systems such as HR/CMS (Oracle), MassCareers (Taleo).
  • Proficiency with Microsoft Office 365 suite including, Word, Excel, PowerPoint, MS Teams; experience with Visio is a plus.
  • Knowledge and experience assisting agency with EOHHS recruitment, hiring and onboarding process, with Human Resources and initial IT requests.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
