This position has a probationary timeline of 120 days.
THE POSITION: The Senior Manager of the Safety and Support Department will oversee the ongoing safety needs of all Do Good Multnomah locations as well proactively planning for future safety and liability needs of shelter and housing sites. Locations include but are not limited to congregate, motel, and village shelters, as well as permanent supportive housing units. This position supervises a growing department that currently includes the Program Support Coordinator and the Critical Response Manager.
The Senior Manager of Safety and Support (SMSS) requires a versatile and resourceful candidate. This position will not only oversee the safety of all DGM sites, but will collaborate, mentor, and train all site safety members across DGM to implement best practice(s) of quality safety from OSHA and DOSH requirements to Oregon Health Authority and Washington State Department of Health requirements to proper protocol for emergency disaster planning and critical incident reports.
This position strongly collaborates with the Sr. Management team. The SMSS will meet at least monthly with the Sr. Management team to ensure that standardized policies and procedures are utilized across all DGM locations. The Senior Management team (SMT) is responsible for the overall guiding leadership of Do Good’s shelter programs. The SMT is the direct line of communication, collaboration, and expertise between site Program Managers and the Executive team.
The Senior Manager of Safety and Support requires knowledge of State and County safety requirements, HMIS systems, referral systems, shelter systems, proper documentation and engagement techniques.
HIPAA REQUIREMENTS: This position will have access to Protected Health Information (PHI) during the course of their work activities. Applying the minimum necessary standard of HIPAA, the designated record sets to which this position may have access include all sections of the medical record, patient demographic information in the practice management system, etc. This position is required to read the content of these records only to the extent needed to accomplish the assigned tasks.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Provide direct supervision and training to all members of the Safety and Support department.
- Meet and collaborate with the Sr. Director of Operations as the direct line of communication and support for the Senior Manager of Safety and Support.
- Provide monthly individual supervision meetings and documentation to each member of the Safety and Support Department.
- Stay up to date on the most recent requirements from OSHA, DOSH, the Oregon Health Authority, WA State Department of Health, JOHS, and Counties within the States of Oregon and Washington.
- Research best practice for shelter safety and ways to plan proactively for the health, safety and well-being of both participants and staff.
- Work closely with CFO on budget maintenance and proper use of Safety and Support funds as needed for sites across DGM.
- Order all safety supplies and items for sites as needed and coordinate with both the Sr. Director of Operations and site PM for order and delivery.
- Using strength-based language, closely collaborate and connect with with community partners for additional support to shelters when needed. Increase referral partnerships in the community.
- Work closely and respectfully with Multnomah County, Clackamas County, Clark County, JOHS, County Fire Marshalls, OSHA, DOSH and all Health Authority representatives for building needs and routine reporting.
- Conduct quarterly audits of OSHA/SAIF/SDS binders and documentation.
- Review all incoming critical incident reports across the organization. Debrief incident reports as needed with Program Managers and staff, ensuring the staff have proper “CIR” and safety training.
- Update, edit, and audit all materials as needed specific to all safety recommendations. To include but not limited to smoke detector monitoring, fire watch requirements, severe weather temperature monitoring, disaster plan updates, etc.
- Ensure that all DGM locations have proper, updated, and working safety equipment and prevention equipment. Including but not limited to spill kits, fire extinguishers, smoke detectors, eye wash stations, first aid equipment, Narcan supplies, hazmat supplies, severe weather supports, etc.
- Model and encourage direct professional communication among staff members, across the organization, with participants and community partners to ensure a positive support network.
- Adhere to all state and federal privacy and security regulations applicable to the program and to Do Good Multnomah’s policies and agreements regarding confidentiality, privacy, and security.
- Follow all Do Good protocols and guidelines daily, including, but not limited to, proper attendance, attire, engagement, and communication.

MINIMUM QUALIFICATIONS:
- Currently holds one of the following Safety Management Certifications: CSP, CSHM, ASP, SMS, or GSP.
- A minimum of five (5) years of direct experience in the field of safety and compliance with training and education in the following areas:
- Knowledge of regulations: A thorough understanding of industry standards and regulatory requirements specific to Oregon and Washington
- Experience with hazards: Substantial experience in identifying occupational hazards, assessing risk, and determining controls specific to each location
- Investigation experience: Experience with investigation techniques and determining root causes and corrective actions
- Leadership experience: Experience leading improvements in safety and health and environment (SH&E)
- Communication skills: Proven experience in presenting plans and results to leadership
- Training and experience in recognizing hazards, conducting safety tests, inspecting workspaces, understanding Oregon and Washington laws, and working without supervision on location.
- A minimum of three (3) years management experience or combined minimum of three (3) years’ experience and education working with houseless or formerly houseless individuals battling housing barriers, addiction, and/or mental health disparities.
- Understanding of Housing First, Trauma-Informed Care, and Harm Reduction models.
- Must possess a current driver’s license.
- Must be able to pass a pre-employment background check.
