Mandatory Qualifications :
- Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst
- Minimum of seven (7) years experience as a business analyst, including but not limited to : conducting business and systems analysis, requirements elicitation and validation, and producing thorough requirements documentation usable by quality and development teams. A minimum of two (2) years experience must be from time served in a lead role managing a product backlog and prioritizing requirements for solution implementation.
- Minimum of seven (7) years of experience working on enterprise level software development projects with an active role in working with a diverse stakeholders, including but not limited to : Customers, Project Managers, Technical teams, and other Business Analysts. A minimum of two (2) years experience must be from time served in a lead role managing a product backlog and prioritizing requirements for solution implementation.
Desirable Qualifications :
Minimum of seven (7) years serving in a focusedbusiness analyst (BA) role in either child support or eligibility programs. Two (2) or more of those years as a Lead BA identifying, documenting and validating system requirements in the Human Service domain within a State-supervised, locally administered environment across multiple agencies.
Minimum of seven (7) years of experience two (2) or more of those years as a Lead BA identifying, documenting, and leveraging business requirements across multiple business domains and technical area stakeholders.Minimum of seven (7) years creating requirements documentation in an agile workplace, including but not limited to : User stories, Acceptance Criteria, Use Cases, Screen Prototypes, and Data Specifications. Two (2) or more of these years must have been served in a lead role validating content created by the functional teams.Minimum of seven (7) years of experience two (2)or more of those years as a Lead BA in business process reengineering and optimization, including analyzing mainframe logic and formulating modernized To-Be processes for increased business efficiencies.
Minimum of seven (7) years experience two (2) or more of those years as a Lead BA conducting gap analysis of state health and human systems for a product driven implementation of a modernized benefit and service system.Duties / Responsibilities :
The Business Analyst will conduct requirements analysis of existing systems processes and elicit, analyze, and document requirements for the implementation of the Child Support System, tasks including : Identifying and documenting as-is and to-be IES system requirements and design using the IES prescribed business analysis methodology, processes, and tools including but not limited to context diagrams, process flows, user stories, data dictionaries, user interface specifications and mockups; Conducting systems analysis and documentation on legacy mainframe systems; Meet with relevant stakeholders, including state agency and local district subject matter experts, users, and executive teams to elicit requirements; Produce work products that reflect and ensure system planning, design, and delivery are aligned with business needs; Conduct work product peer reviews and assist in internal review process; Understand and adhere to project timelines and priorities. The awarded consultant is required to be onsite at their assigned work location at the frequency required by the Office of Information Technology Services (ITS). This frequency is subject to change with notice. Consultants who are unwilling to be onsite for the required timeframe will have their task orders terminated.How many candidates will be interviewed :
IES will interview the top five highest scoring candidates who are susceptible to award. In this instance IES will only interview the top 5 candidates based on technical and cost evaluations. The top five will not be altered regardless of post interview scoring.
