Role Description

This is a full-time on-site role for a Director of Public Works located in Dorchester, SC. The Director will be responsible for overseeing transportation, solid waste, stormwater and public works, and budgeting tasks on a daily basis.

Qualifications

  • Public Administration skills
  • At least ten (10) years of related work experience.
  • Budgeting experience
  • Strong leadership and managerial abilities
  • Knowledge of local government regulations and policies helpful
  • Excellent communication and interpersonal skills
  • Bachelor's in Civil Engineering, or related field.
  • Valid state driver's license
  • Professional Engineer license
  • Registered Land Surveyor preferred

Duties

ESSENTIAL JOB FUNCTIONS

  • Plans, organizes and directs all programs and operations of the Public Works Department including transportation, solid waste, and stormwater functions.
  • Ensures departmental compliance with applicable federal, state and local laws and
  • regulations, County policies and procedures, and standards of quality and safety.

  • Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new
  • employees; acting on employee problems; recommending and approving employee

    discipline; and recommending discharge as appropriate.

  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed.
  • Provides for adequate staff training and development opportunities.
  • Develops and administers the department budget; ensures effective and efficient use of
  • budgeted funds, personnel, materials, facilities and time.

  • Develops and implements all department policies and procedures; develops and
  • recommends ordinances related to County public works functions.

  • Analyzes department schedules and workloads; makes adjustments as necessary to
  • ensure optimum productivity and efficiency.

  • Evaluates the County's public works' needs; formulates short-range and long-range plans to meet those needs in accordance with applicable laws and regulations.
  • Performs professional engineering design, development and management work as the
  • County Engineer.

  • Participates in the review of subdivision and construction plans involving the department; reviews site plans.
  • Recommends the selection of private contractors, engineering consultants and architects for services; administers contracts with consulting engineers and architects.
  • Oversees the preparation of bid documents and specifications for construction projects.
  • Works with home owner associations and citizen groups to resolve problems related to
  • infrastructure and public works operations.

  • Coordinates and inspects field operations for compliance with applicable policies,
  • procedures, laws, regulations, permits, and standards of quality and safety; coordinates

    inspections by regulatory agencies; and assumes responsibility for compliance

    modifications as required.

  • Gathers technical information for and prepares specifications for the purchase of vehicles, trucks and heavy equipment; maintains inventory of and ensures proper maintenance of all department equipment.
  • Prepares a variety of studies, reports and related information for decision-making
  • purposes and as required by the County and regulatory agencies.

  • Coordinates department activities and functions with those of other County divisions,
  • departments and outside agencies as appropriate.

  • Receives and responds to inquiries, concerns, complaints and requests for assistance
  • regarding areas of responsibility.

  • Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge
  • of current legislation, trends and technology in assigned areas of responsibility.

  • Performs emergency support functions and emergency operations during natural
  • disasters.

  • Performs other related job duties as assigned.
  • Qualifications

    Education and Experience :

    Bachelor's degree in civil engineering or a closely related field.

    Requires at least ten (10) years of related work experience.

    Special Qualifications :

    Must possess a valid state driver's license.

    Professional Engineer license required. Registered Land Surveyor preferred.

    Do you have of a bachelor's degree in civil engineering or closely related field?

    Do you possess at least ten (10) years of direct advanced-level engineering work experience including departmental or team management experience in a technical supervisory capacity?

    Please describe your experience working with a transportation sales tax program, obtaining grants, working under intergovernmental agreements, including Local Public Agency Project Administration and describe the largest and or most complex transportation project that you have designed and or managed?

    Please describe your budget and procurement experience including revenue forecasts, the setting of rates and fees, billing and collections, writing and reviewing requests for proposals and request for qualifications, and any experience with enterprise funds and special revenue funds.
