Apprentice Appraiser - Residential

Work involves gathering and analyzing descriptive data to determine the classification and value of real property for assessment purposes, and is to be performed competently and in a manner that is independent, impartial, and objective. This is an entry-level position, which includes both training and qualification for higher levels of classification and to obtain licensure.

Generally, the hiring range is $20.00-$23.00 hourly. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

This temporary position is expected to run from three to six months but can go over, depending upon the workload needs and budget of our office.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive. The Assessor reserves the right to modify or change the duties or essential functions of this job at any time.)

  1. Completes field work and input for tract housing, average to good quality, by using maps, legal descriptions, and building permits to verify site locations and addresses.
  2. Modifies model sketches; creates new model sketches for average and good quality tract properties. Creates and/or revises existing property sketches. Ensures accurate square footage calculations and flow into CAMA system.
  3. Provides support (via field inspection of property, and revision of CAMA data including sketch) for Appraiser I (or higher) in their sales verification workload.
  4. Reviews properties for omitted and incorrect characteristics on average and good quality tract homes.
  5. Performs maintenance work on less complex properties and for minor characteristic changes.
  6. Provides support (via field inspection of property, and revision of CAMA data including sketch) for Appraiser I (or higher) on Protest appeals; completes written Protest appeals as assigned.
  7. Provides support for Appraiser I (or higher) on appeals. Support is in the form of property field inspections and work with Appraiser on characteristic changes and report creation.
  8. Works with customers to assess needs, provide assistance, resolve problems, and is committed to providing quality customer service.
  9. Performs other duties as assigned.

SUPERVISION RECEIVED: Under close supervision, the employee receives training to develop skills and abilities in real property appraisal. The work product is subject to close, continuous inspection by a more highly licensed Appraiser and/or the Appraisal Supervisor.

SUPERVISORY RESPONSIBILITIES: None.

CONSEQUENCE OF ERROR: Consequence of error may result in the incorrect assessment of property value resulting in loss of revenue to the County, or inequity to the taxpayer. Incorrect property values carry the added expense of defending values at all levels of appeal. Inaccurate property values adversely impact public perception of local government.

INDEPENDENT JUDGMENT: Apply independent judgment to tasks based on knowledge, training, and past experience.

CONTACTS: This position has daily contact with co-workers, supervisors and regular substantial contact with property owners and builders.


MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

  1. Generally a high school diploma or GED equivalent. A college degree is preferred.
  2. The ability to meet continuing education requirements set by the state and the Douglas County Assessor's Office. A college degree is preferred.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge: Knowledge of Real Estate principles, practices, markets and values.

Skills: (Language and math) Basic knowledge of computer software, including file management, internet and e-mail use. Able to learn computer systems related to appraisal. Able to solve practical problems by appropriately choosing from a variety of mathematical techniques. Expresses ideas and facts to individuals or groups in a succinct and organized manner, listens to others and facilitates an open exchange of ideas. Recognizes and uses correct English grammar, punctuation and spelling; produces written information that is appropriate for the intended audience. Skill in establishing and maintaining effective working relationships with other employees, organizations and the public.

Abilities: (Reasoning) Sets well-defined and realistic individual goals, displays a high level of initiative, effort and commitment towards completing assignments in a timely, accurate manner; is motivated to achieve; demonstrates responsible behavior. CERTIFICATES, LICENSES, AND REGISTRATIONS:

  1. Must possess a valid Colorado Driver's License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
  2. Obtain an Ad Valorem Appraiser License within two years of hire date.

WORK ENVIRONMENT:

Material and Equipment Directly Used: The employee is required to operate a computer, digital cameras, cell phones, laser measuring tools, tape measures, read and interpret maps and blueprints, and drive a County provided vehicle.

Physical Demands: This job regularly requires the employee to visit construction sites, negotiate rough terrain and climb stairs during on-site inspections in the field. While performing the duties of this job, the employee is regularly required to sit and use office equipment, operate a motor vehicle. The employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Physical Work Environment: Work is performed in the field (including undeveloped vacant land, construction sites, and completed structures) and in a typical office environment. Field work requires exposure to weather elements, construction hazards and other adverse conditions.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
