Lead Motor Vehicle Specialist

The Lead Motor Vehicle Specialist assists the Motor Vehicle Supervisor with coordinating daily operations and personnel in the main location or a branch office of the department. They are responsible for the oversight and input, as well as quality control of processes and motor vehicle documents. Works closely with staff and public on motor vehicle problems while ensuring that County, State and Federal laws, regulations, policies and procedures are adhered to; plans and carries out major office projects, assists in the creation of a supportive environment that allows for staff collaboration, teamwork and professional development. In the absence of the Branch Supervisor, assumes responsibility for all functions associated with the operation of the branch office.

Generally, the hiring range is $49,916-$62,395 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Assists Motor Vehicle Supervisor in the supervision of Motor Vehicle Operations; supervises office operation in Motor Vehicle Supervisor’s absence.
  • Analyzes motor vehicle documents and advises staff on legality and acceptability to State office.
  • Researches and solves complex motor vehicle and computer problems to assist public, frontline and backline staff.
  • Demonstrates a thorough understanding of the State motor vehicle computer system, supervisory screens and functions.
  • Completes monetary transactions using cash, checks and credit cards. Resolves complex problems relating to motor vehicle balancing involving cash, checks, and credit cards, and reconciling any errors or inconsistencies.
  • Responsible for deescalating customer concerns. Demonstrates skillful and professional public relations when handling public and staff members.
  • Responsible for inventory control, maintenance and auditing.
  • Ability to work with all staff members for the purpose of problem solving, improving morale and give positive and constructive feedback.
  • Monitors available personnel to meet daily work flow and oversees break and lunch relief.
  • Participates in review and evaluation of staff while remaining fair and objective
  • Provides pertinent information to upper management relating to disciplinary situations as necessary.
  • Keeps Motor Vehicle Supervisor informed of staff and office progress, problems, and other personnel issues.
  • Collects and accounts for all motor vehicle titles daily; logs in and oversees all titles returned by the State.
  • Maintains a professional relationship with other Motor Vehicle Lead Specialists, sharing knowledge and assigned workload. Remains aware of other’s projects and time constraints.
  • Responsible for opening and closing office procedures.
  • Lives out the competencies outlined in the Vision, Mission, and Core Values of the Clerk and Recorder’s Office, maintaining a supportive environment conducive to teamwork.

OTHER DUTIES:
  • Performs other duties as assigned
  • All Clerk & Recorder employees may be required to work in the Elections Division in any capacity that is needed during election cycles.
  • Assist and perform the work of motor vehicle staff as assigned.
  • Assist with training when necessary.
  • Performs other duties as assigned.

SUPERVISION RECEIVED: The Lead must be able to work independently, with minimal supervision and know and understand when situations should be advanced to a higher level of authority.

SUPERVISORY RESPONSIBILITIES: This position does not have direct reports. Works with Supervisor, Operations Manager, and Deputy to resolve personnel and complex problems as non-routine situations arise. Provides relevant feedback related to the training and performance of employees. The Lead is responsible for ensuring the coverage in the front and back office is adequate during staffing shortages.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:


  • A high school diploma or GED is required, and minimum of two years motor vehicle experience required.
  • Minimum of three years customer services experience required.
  • Associates or bachelor’s degree in Business Administration, Public Administration, or similar field preferred.
  • Lead/supervisory experience preferred.
  • A combination of experience and education may be considered.

  • Knowledge of various types of contracts, techniques for contracting or procurement, and contract administration.
  • Experience with Microsoft Office applications at a highly proficient level.
  • Knowledge of Colorado State Statutes related to registering, licensing, and titling of all types of motor vehicles, DRIVES, newly enacted legislative bills regarding motor vehicles, tax regulations, and other federal, state, and local policies, laws, and requirements.

CERTIFICATIONS, LICENSES, & REGISTRATIONS: May be required to obtain and maintain Driver’s License Certification through the State of Colorado. Must possess a valid Colorado Driver’s License upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.

WORK ENVIRONMENT:


Physical Work Environment:
Work is performed in a typical office environment. May be assigned to any one of multiple offices or locations, with travel in between locations.

Material and Equipment Directly Used: The Lead will use computers, calculators, scanners, printers, fax machines, and telephones daily.

This may mean being available to perform additional duties and hours beyond what is normally required.
