This is a complex business and data analysis position. Requires strong knowledge of multiple business domains within human services as well as a strong background in the application of technology to business process improvement and data analysis. Leads the technology aspect on projects within the department in coordination with County IT and State IT. Works to address the data analysis needs across the Department of Human Services and serves as the technical representative for the Department.

Generally, the hiring range is $75,742-$94,677 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)


  • Must have a deep understanding of all areas of work within the Department to lead technology projects, help identify business problems and propose solutions, address business process improvements, and provide Department-wide data analysis. Works cross-functionally as the primary department subject matter expert and/or lead on technology projects and produces strategic insight using analytical tools such as dashboards, GIS, and general reports. This role also acts as the department liaison on State and County IT systems support and maintenance.
  • Learns applications quickly and can readily understand how each system is used by different employees and workgroups; how they interface at the State and County levels; what dependencies exist within the computer systems and programs at the State, County and Department levels; what upgrades would be valuable, or how an upgrade or change would impact staff and/or clients.
  • Researches and analyzes information from multiple sources to understand current and future technology solutions and recommends solutions for improving current and future business practices. Interprets Department needs and refines requirements for IT and/or vendor consumption. Stays current on technologies used within the County and State and makes recommendations for technology adoption and best practices. Identify and define business problems, collect requirements, recommend solutions apply solutions for process improvement, and develop a project scope. Facilitate communication between multiple stakeholders.
  • Serves as the department liaison to County IT, leads department projects and represents the technological needs by coordinating and facilitating projects/issues discussions with department stakeholders throughout the planning, execution and stabilization phases. Ensures successful project implementation using documented work plans and deliverables, training plans, as well as mitigation plans to address potential concerns. Interprets customer business needs and translates into application and operational requirements. Projects will be of varying size, and in certain cases this role will function as the formal Project Manager using County IT processes, tools, and approaches. Exercises direct or indirect supervision over support and professional staff, and/or cross functional project team including outside vendors.
  • Provides analytical insight into both operational and strategic needs in the department. Works with managers to scrutinize various sources of data, develop objective understandings, and create actionable reports and presentations of findings.
  • Function as a Department’s Security Administrator for State and third-party computer systems. Immediately addresses all concerns about security access and misuse with appropriate Department and/or County staff. Responsible for providing and tracking security access to various systems and ensuring appropriate processes and supporting documentation is in place.
  • Serves as the business owner and user liaison for department specific applications such as the department’s master client index, HSCARES, the electronic content management (ECM) system, internal business office account management system, and the variety of county and/or 3rd party system utilized specifically in the department. Responsible for ensuring appropriate supports are in place and applications continue to meet the needs of the department.
  • Understands needs and issues as outlined from non-technical stakeholders and understand technical needs and issues as raised by County Information Technology, the Colorado Department of Information Technology, or any third-party vendor or contractor. Participates in various County or State meetings related to existing systems or products, or potential new solutions to provide input, take advantage of potential opportunities, and ensure the impact to the department and staff is understood. May be asked to attend various training or conferences. Participates in leadership and technology workgroups as appropriate, to define and pursue optimal and cost-effective business and technology solutions. Creates and maintains Department documentation related to defined functions, configuration information, and change procedures. Creates, monitors, and maintains reports for all divisions, inclusive of standardized reports and custom reports. Completes special reports as assigned.
  • May attend State or County user groups as appropriate. Performs other duties as assigned.


SUPERVISION RECEIVED: Work is generally assigned in broad format, allowing for individual judgment when creating solutions to problems. Incumbent makes decision regularly and makes recommendations to management when decisions are outside of scope of responsibility.

SUPERVISORY RESPONSIBILITIES: This position has no direct supervisory responsibilities but may function in a lead capacity collaborating with cross-functional teams.

INDEPENDENT JUDGMENT: Work is performed both independently and in collaboration with other employees. Employee must be able to use individual judgment and problem-solving skills to accomplish goals and achieve desired results.


MINIMUM QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE:


  • A Bachelor’s Degree with a preference to an IT-related field and a minimum of 5 years of related experience required. Equivalent combinations of education and experience will be considered.
  • Must have at least 3 years of experience with multiple, complex project management, and possess excellent planning and communication skills. Certified Project Management Professional (PMP), or Certified Business Analyst Professional (CBAP).
  • 3 years of work experience in Data Analytics and/or Business Analysis.
  • Experience with Colorado Human/Social Services programs and services, and related state computer systems strongly preferred. Understanding of data analytics, GIS, and collaboration tools needed.
  • Working knowledge of SQL scripting language. Other programming languages used data manipulation also a plus.


KNOWLEDGE, SKILLS AND ABILITIES:


Knowledge:


  • Understanding of HIPAA and related human service privacy and confidentiality issues a plus. Experience with ant of the following a plus: Colorado Benefits Management System, Trails, Childcare Automated Tracking System, and Automated Child Support Enforcement System.
  • Thorough knowledge of computer software, hardware, basic programming and applications, including but not limited to, Microsoft Office Suite programs, Microsoft Access, Oracle and SQL query language.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:


  • This position requires successful completion of a criminal background check including fingerprinting through a national database.

WORK ENVIRONMENT:


Physical Work Environment
: Work is generally performed in a typical office environment. Local travel in the Denver Metro area is periodically required for job duties, and travel within and outside of the state may arise for conference and training needs. This position has close, frequent contact with coworkers, County staff, customers, and the general public.


Physical Demands:
While performing the duties of this job, the employee is regularly required to sit and operate office equipment. The employee is also regularly required to talk and hear. Specific vision abilities required by this job include vision and the ability to adjust focus.


Material and Equipment Directly Used
: Work is performed using standard office and computer equipment. Some specialized software may be used, directly related to this role.

In the event of an emergency/disaster in or near the County, all County employees are expected to make every effort to be available to assist the County Manager, Elected/Appointed Officials and Department Directors to ensure the continued operation of any and all necessary County functions. This may mean being available to perform additional duties and hours beyond what is normally required. In the event that an exempt employee does work more than 40 hours a week in support of County operations during an emergency, such employee may receive overtime or other appropriate wage compensation in accordance with existing County policies or at the discretion of the County.
