This is a paraprofessional position that provides clerical and administrative support to case workers, supervisors, and the assistant county attorney.  This position involves clerical tasks and direct contact with clients on the crisis hotline, for records procurement, and for adoption subsidies/Medicaid cases and RGAP subsidy cases.  This position is designed to support various functions throughout the child welfare process, including but not limited to CBI/FBI database and records, collaboration with community organizations and donations.ESSENTIAL DUTIES AND RESPONSIBILITIES:  (The following examples are illustrative only and are not intended to be all inclusive.)

Responds to records requests from clients, attorneys, including discovery, CORA requests and subpoena requests from the county attorney.  Prepares appropriate documents from the state electronic system.  Coordinates the request with the county attorney and responsible for preparing new discovery requests, subpoenas, and CORA requests; monitoring/preparing on-going discovery requests.  Requires communication with legal team, caseworkers and supervisors and outside providers when necessary.
 
Coordinates monthly administrative review schedules for the ongoing and adolescent cases.  Coordinate with caseworkers and state reviewer to set up dates/times for each month’s reviews.  Coordinate and send out time sensitive notification letters for all required parties for each review every month. Enter assigned reviews into DCW database within time constraints and notifies providers as directed by caseworker.  

Negotiate, complete, and manage adoption and RGAP assistance agreements.  Work involves collaboration with caseworker and/or supervisor to ensure required documents for negotiation meetings are ready.  Meets with family to review all child/youth information. Provide information about Colorado Adoption Assistance programs, and availability of programs, explains adoption policy, negotiates financial assistance amount and case services with family.  Prepares and executes agreements. Collaborates with Business Office regarding adoption assistance cases for preparation, finalization, closing and opening cases in state databases. Annual contact with family when required. Complete tri-annual reviews of all adoption assistance agreements and meet state/federal guidelines. Provide post-adoption cases services as needed. Prepare for annual cases audits.

Coordinate/facilitate monthly adoption negotiators meeeting to include on-going contact with Colorado county staff to discuss concerns or issues with adoption work; collaborate with all county workers and state administrative permanency staff when needed.

Obtain appropriate documents from caseworker and county attorney for completion of time sensitive agreement paperwork.  Contact and meet with adoptive family and/or prospective legal guardians in completing applications and negotiation of either adoption agreement or RGAP agreements.  Obtain supervisor, manager and director signatures.  Coordinate with caseworker to ensure timely conversion of ongoing case into adoption case in Trails and/or the RGAP case in trails.  Maintain and manage adoption cases in Trails until child’s agreement expires.  Follow up with adoptive families to ensure all required documents for the agreements are kept up to date.

Maintain Medicaid caseload in Trails  for any adopted child/youth residing in Douglas County.  This includes coordination with the state administrator to gather information needed to open in Trails.  Complete process for opening Medicaid entitlement in Trails, send formal notice and open a case file.  Complete annual redeterminations for out of state adoptions.

Participate in RED Teams, collaborate and coordinate with community members/organizations to secure donations for youth involved with Human Services.   Participate in team meetings, trainings, outside meetings, and audits as requested.  Performs other duties as assigned including but not limited to obtaining birth certificates/Social Security Cards: Make application for children/youths’ vital documents

CBI/FBI background checks: review, when necessary, by accessing legal databases to make determination; notify proper staff when necessary; manage flagged persons in CBI database; assists with yearly CBI/FBI audit, credit checks, and hotline screening coverage. Paternity testing: must be certified by current contractor to perform testing on clients.  Coordinate with caseworker or may have direct contacts with clients.  Scheduling tests when out-of-state or due to incarceration.  Follow up with contractor and or lab until complete.  Communication throughout process with caseworker and legal team.

Answer calls that come to the Human Services hotline reporting suspected child/adult abuse/neglect or parent/teen conflict situations.  This includes contact with family members, schools, law enforcement, various service providers, and the community at large.  The calls often come in at a fast pace and must be managed efficiently to respond to any safety concerns.

Recognize emergency referrals and notify a supervisor immediately of any safety concerns.  The incumbent must be able to ascertain when a referral indicates there is an imminent safety concern and notify the parties who can respond.   This includes, but is not limited to, deciding about the need to gather more information from other community sources, e.g., contacting law enforcement to obtain records of their contact with a family if the initial reporter suggests there is domestic violence history.

Enter information into various state and county computer systems, e.g., Trails and HSCares.  Information must be entered correctly to ensure data integrity and avoid duplications.  

Performs other duties as assigned.




EDUCATION and/or EXPERIENCE:  
High school diploma or GED.
A minimum of two (2) years working in human services, social services setting or related equivalent.
A combination of education and experience may be considered.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:
This position requires successful completion of a criminal background check including fingerprinting through a national database, successfully completing CJIS training.
