This is a professional level position responsible for providing collaborative leadership to coordinate, enhance, and support operations and programming within the Office of Clerk and Recorder Elections Division. The Coordinator is a supervisory position that leads and oversees work related to election planning with the Colorado Department of State and local jurisdictions for the conduct of elections. Conducts year-round elections operations in compliance with State and Federal law, collaborates with the Elections team to prepare for upcoming election cycles, and assists with the administration of elections functions as assigned. Responsible for coordination of election workers. In the absence of management, assumes responsibility for front-line functions associated with voter services. - Support the Deputy Director of Elections in administering elections in compliance with State and Federal law.
- Manage, implement, coordinate and oversee various election processes and operations, including, but not limited to, election worker (judge) recruitment, placement, scheduling, and compensation, coordination of certified ballot content for jurisdictions, candidate ballot access, candidate petitions, TABOR ballot measures, Intergovernmental Agreements, ballot certification, and ballot proofing.
- Exercises direct supervision of staff, temporary employees, and election workers.
- Assigns, directs, and supervises activities of assigned staff ensuring adherence to established policies, procedures, and standards; administers or makes recommendations for routine personnel matters affecting subordinates including recruiting, interviewing, hiring, training, assigning work, scheduling work hours, granting leave, appraising performance, disciplining, and submitting such records and reports as required by County policies and procedures.
- Provide training and technical assistance to assigned staff related to systems/applications and job functions of election judge coordination; Develop and present materials related to assigned programs.
- Provide voter registration support services including entering voter registration forms and other data entry, voter registration list maintenance and cleanup, assisting with Colorado voter registration requests, providing and interpreting complex voter registration data.
- Track financial expenditures and file reports; conduct billing for jurisdiction reimbursements.
- Create, revise, and maintain standard operating procedures to perform role specific functions and to support the team; participate in lessons learned and continuous improvement initiatives.
- Prepare and perform special projects of an administrative nature as assigned. Responsible for creating and implementing project priorities and timelines, developing and documenting procedures, and identifying resources necessary for project completion.
- Review and revise communications, standard operating procedures, training materials, and other documentation as needed.
- Assist in the oversight and training of election workers as directed.
- Reviews and makes recommendations regarding draft legislation affecting elections; Develops and implements procedures to accommodate legislative changes.
- Implements quality assurance measures to ensure processes and procedures are tested to evaluate for potential improvement and accuracy. Participates in continuous improvement initiatives and projects as assigned.
- Lives out the Vision, Mission, and Core Values of the Clerk and Recorder’s Office, maintaining a supportive environment conducive to teamwork.
- Performs other duties as assigned; works in any Clerk and Recorder division when necessary.

- Two years of management/supervision experience required; three years preferred
- Three years of related experience required; two years of experience in the conduct of Colorado elections preferred, or a combination of related education and experience.
- Ability to meet continuing education requirements set by the State, County, and the Clerk & Recorder’s Office.
- Ability to meet technical training requirements due to legislation.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge:
- Advanced knowledge of relevant laws, regulations, policies, standards, and elections operations procedures including, but not limited to, Title 1, 22, 31,32 C.R.S, concerning Colorado Elections, School Board, Municipalities, and Special District Elections, Colorado Secretary of State Rules, Help America Vote Act 2002 (HAVA), Motor Voter Act 1994, and Uniformed Voters Absentee Voting Act 1986 (UOCAVA).

- Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, and other office procedures and terminology.

- Must pass and maintain Criminal Justice Information System testing and certification.
- Sworn as an agent of the Douglas County Clerk and Recorder’s Office to discharge duties conveyed by CRS 1-1-110.
- Must obtain Secretary of State Election Certification within 1 year from date of hire and maintain certification.
