JOB TITLE: Case Aide
DEPARTMENT: Social Services
STATUS: Full Time-37.5 hrs/week; Generally, Monday through Friday 8:00 am - 4:30 pm.


STARTING SALARY:
The starting salary for this position is $48,555. annually. ($24.90/hr), receive anniversary step increases for earning potential of $62,088. annually. ($31.84/hr). In addition, receive annual cost-of-living adjustments (COLA) per the current Collective Bargaining Agreement.

The official holidays for this Douglas County postion are: *New Year’s Day *Martin Luther King Jr Day *Presidents’ Day *Memorial Day *Fourth of July *Veterans’ Day *Thanksgiving Day *Day after Thanksgiving (in place of Columbus Day) *When Christmas Eve falls on a work day, the County offices will close at noon *Christmas Day *Juneteenth *Labor Day *Personal Holiday.

Sick Leave/Earned Safe and Sick Time: An employee shall be credited with 1 day of sick leave for each month of service accumulative to 90 days. The first 48 hours (or up to 80 hours if any eligible time was carried over) will be counted as ESST.

Vacations:
Employees will accrue vacation according to the following schedule:
0 - 5 years - 10 working days.
6 -10 years - 15 working days.
11 - 15 years - 20 working days.
16 - 20 years - 25 working days.
Over 20 years - 30 working days.

JOB OBJECTIVES:
A Case Aide assists individuals in completing financial assistance application forms, interviews clients to obtain and verify necessary factual information, assists staff with post eligibility tasks, and makes contact with community resources as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed are intended only as illustrations of the various types of work that may be performed.   • Provide program information and application procedures to clients.
  • Mail and track enrollment/application packets to clients.
  • Assist individuals with completion of applications, renewal forms and other required documentation as requested including conducting health care renewal phone interviews.
  • Review applications for completeness; follow up with clients to request and obtain missing or additional information as needed.
  • Provide referrals and resource information for community programs such as Energy Assistance Program, Employment Services, Housing Assistance, Child Support Services and Social Services.
  • Provide assistance to applicants and enrollees in obtaining mandatory verifications from employers, landlords, lending institutions, and the like as requested.
  • Scan applications, renewals, verifications and other documentation into the electronic document management system and route to the appropriate worker for processing and eligibility determinations.
  • Contact enrollees for current address and phone number prior to renewal month.
  • Follow up on returned mail and complete address updates.
  • Verify client information including health care enrollment choice and follow-up on any discrepancies.
  • Enter required data into various computer systems including MMIS, MN-ITS, MNSure, MAXIS, METS, ebtEDGE, PRISM and SIR.
  • Create spreadsheets to document complex Long Term Care (LTC) uncompensated transfers to be clearly saved and accessible in EDMS.
  • Review cases transfers to quickly determine enrollees who have been disenrolled from an MCO due to their move to Douglas County.
  • Complete public assistance verifications requested by clients to apply for other programs, services, or benefits.
  • Submit required reports to DHS as requested by workers or supervisors.
  • Run and distribute weekly pending reports to workers.
  • Complete complex/extended medical assistance transportation requests.
  • Contact clients regarding discrepancies with mileage and transportation forms.
  • Answer questions for clients regarding mileage and transportation claims.
  • Backup to front desk receptionists; greet clients, answer general questions, answer phone calls and route to appropriate worker/department.
  • Complies with all rules and policies to maintain a safe work environment.
  • Reliable, predictable attendance and punctuality.
  • Other duties, as assigned or apparent.

Access to Not Public Data
The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions of MN Statute Chapter 13.

If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee’s work assignment no longer requires access.

REQUIRED MINIMUM QUALIFICATIONS AT HIRE:

Education
High School Diploma or the equivalent.

Licenses and Other Requirements:
Currently possess a valid Class D, Minnesota State Driver's License, or ability to obtain upon start of employment.

Experience
Three years of successful clerical experience and/or experience working with the public, or the equivalent; or

Two years of successful clerical experience in a social services/human services agency; or

Two years of experience as a community service aide or similar experience in a private non-profit agency or other public agency; or

Two years of study at an accredited two- or four-year college/university or similar institution, with emphasis in the behavioral sciences (at least 23 quarter credits or 16 semester credits).

Computer knowledge and skills on Windows, Microsoft Office products, and data entry.
