JOB TITLE: License Clerk
DEPARTMENT: License Bureau
STATUS: Part-time, Hourly; Non-Exempt

The starting salary for this position is $22.88 hourly. Receive anniversary step increases for earning potential of $29.20 hourly. In addition, receive annual cost-of-living adjustments (COLA) per the current Collective Bargaining Agreement. Douglas County contributes to a (PERA) pension plan. Become vested in as little as 3 years of employment for lifetime benefits upon retirement! Douglas County is also a qualified Employer for the Public Sector Loan Forgiveness Program. The License Bureau is closed and observes the following holidays: New Year’s Day, Martin Luther King Jr Day, Presidents’ Day, Memorial Day, Juneteenth, Fourth of July, Labor Day, Veterans’ Day, Thanksgiving Day, Day after Thanksgiving (in place of Columbus Day), Christmas Day, when Christmas Eve falls on a work day, the County offices will close at noon.

JOB OBJECTIVES:

A License Clerk is responsible for performing a wide variety of customer service duties including cash receipting, processing of documents, and collecting taxes and fees for the State of Minnesota and Douglas County regarding motor vehicle (title/registration), driver's licenses, a variety of Department of Natural Resources (DNR) transactions and other general office duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed are intended only as illustrations of the various types of work that may be performed. Duties may include the following:


  • Assist the public by processing complex motor vehicle licensing and titling transactions according to state statutes.
  • Verify various information with the Minnesota Department of Public Safety by telephone or by accessing the Deputy Registrar's Information System.
  • Provide a high level of customer service by effectively communicating in a courteous and professional manner with the general public while keeping them informed of the benefits of local purchasing of registration versus online.
  • Process transactions for car dealers and state and county officials.
  • Process DNR transfers, titles, and license renewals and do audits against daily reports for submission to the state (boats, snowmobiles, ATVs).
  • Process hunting and fishing licenses per customer requests.
  • Perform cashier duties by properly issuing correct license tabs and plates while marking paperwork correctly.
  • Balance cash drawer and reconcile with the receipting system.
  • Answer a high volume of telephone inquiries regarding licensing and titling requirements.
  • Process Minnesota driver’s license and identification applications by verifying information and determining and collecting fees.
  • Perform vision checks and take customer photographs.
  • Daily audit applications and forms.
  • Record and report necessary MN driver’s license application information to ensure records are up to date.
  • Daily audit of the previous day’s transactions and keyed documents.
  • Process mail, drop-off registrations, and other correspondence.
  • Accepts and processes applications for various licenses, permits, transfers, registrations, and filings.
  • Responds to telephone and walk-in inquiries.
  • Reviews legal documents to ensure accuracy and completeness and processes, as required by law.
  • Makes accurate copies of recorded legal documents.
  • Prepares materials, reports, forms, and other written/visual information.
  • Enters pertinent data into the computer accurately for efficient retrieval of the requested document.
  • Computes and processes payments; balances receipts and fees.
  • Assists with daily inventory/stocking of license plates, stickers, and other state-supplied materials.
  • Reliable, predictable attendance and punctuality.
  • Complies with all rules and policies in order to maintain a safe work environment.
  • Other duties, as assigned or apparent.
Access to Not Public Data
The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13.

If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee's work assignment no longer requires access.

REQUIRED MINIMUM QUALIFICATIONS AT HIRE:

Education
High school graduate or equivalent.

Experience

  • A minimum of three years of customer service experience with the majority of time spent dealing with customers face-to-face.
  • Previous experience in a position that handled money, including making change on a regular basis.
  • Previous experience in a position that utilized computer skills including data entry and internet navigation, OR the completion of one-year, post-secondary education which would provide the same skills.

Licenses and Other Requirements:
Ability to become a certified title clerk through the State of Minnesota in the time frame required by the employer and maintain such access to DVS records. Must pass MN Commissioner of Public Safety criminal history background check. This includes BCA and FBI criminal history records in addition to other federal and state repositories. Must be able to pass NMVTIS, Triple Check, Fast Track, and CVR training and testing. Must be a verifiable US Citizen.

  • Ability to adapt to a changing work schedule.

PREFERRED/DESIRABLE QUALIFICATIONS
Education

Experience
Previous experience as a bank teller or similar type of work.
Previous experience working in a license bureau/motor vehicle office.
Previous experience licensing vehicles.

WORK ENVIRONMENT
100% indoor work around some electrical office equipment (see examples of equipment used). Works independently in a team setting assisting the general public.

HOURS
Hours are set by the employer. Generally, Monday to Friday 8 to 4:30 p.m.,
