COMPENSATION & BENEFITS:
0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

Primary Objectives
Performs complex work through a variety of professional activities in support of a centralized human resources system, including employee relations, job analysis, classification and compensation plan administration, and employee training and development; and performing expert level work in support of recruitment and selection, employee benefits, systems/records development, risk management, equal opportunity and employee/labor relations; performs related work as apparent or assigned.

- Conducts and advises others in performing employee investigations, prepares or reviews summaries, reports, and discipline related to findings. Consults with managers prior to administration of investigation/discipline to ensures compliance with relevant laws and policies.
- Develops, writes, and interprets personnel policies, procedures and other administrative regulations; responds to inquiries and recommends solutions to Human Resources issues, complaints, and legal actions; identifies legal requirements and government reporting regulations and ensures compliance.
- Conducts organizational and classification studies and audits and prepares reports, recommendations and class descriptions; performs job evaluations as required.
- Collects compensation and benefit data and prepares analyses and reports; provides classification, compensation, benefits and other information to other agencies.
- Assists with the design and implementation of various employee development and training programs; arranges for trainers or conducts training programs when required; informs supervisors and employees of available training opportunities; evaluates effectiveness of training programs.
- Plans, develops and implements key strategic systems and programs related to recruitment and selection, benefits administration, and risk management. Acts as lead in each of these areas and supervises as needed.
- Provides expertise and advice to management regarding the handling of employee/labor relations issues; interprets collective bargaining agreements. Conducts research and collects various information in support of labor negotiations;
- Serves on the County negotiating team with employee organizations and/or for grievance proceedings; conducts grievance and disciplinary investigations; makes recommendations and provides related professional support.
- Confers with and interprets policies, procedures and regulations to County staff and the public.
- Analyzes personnel procedures and practices and recommends improvements through consolidation, teamwork or automation.
- Provide technical advice, guidance and instruction to HR staff in work procedures.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
- Prepares reports, correspondence and a variety of written materials; prepares and maintains accurate records and documentation of activities.
- Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
- Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
- Position requires a Bachelor's degree in Business Administration or Human Resources and 4 years of experience as a human resources generalist or analyst level experience OR an equivalent combination of education, training and experience.
