Supervise and manage the technical staff section and programs; plan and assign work to support staff; offer technical assistance as needed. Assume accountability for work performed within section. Is involved in selection, training and evaluation of staff. Prepare and monitor section budget. Establish and interpret policy and procedure. Participate as member of management team; includes project assignments and internal coordination of section to other department sections; develop and interpret policies and procedures. Consult with department planners on geographic and graphic needs for projects. Assist planners in the establishment of objectives and coordinate work of section to meet established timeframes. Participate in the management of county geographic information system (GIS) as a member of the GIS management and technical teams. Serve as the department liaison to GIS project. Participate in development of short- and long-range goals and objectives. Perform individual technical tasks of a difficult or unusual nature, requiring confidentiality or having serious county-wide impact requiring a management depth of expertise. Prepare special projects. Coordinate the update process of plan and zoning maps and related files as well as other special inventories. Provide guidance in preparation of procedures manuals for program area. Assist the public by answering questions requiring technical expertise.

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:
- Associate's degree in cartography, drafting, planning or a related field and five years experience in a related field two years of which has been in a supervisory or management position
- Seven years related work experience with two years of supervisory or management experience
- At time of appointment, must possess valid Oregon drivers license
- Regular and consistent attendance
Knowledge of: Thorough knowledge of drafting, cartographic and GIS systems principles and practices; thorough knowledge of principles, methods and techniques of effective administration including personnel management and fiscal management; considerable knowledge of computerized equipment; considerable knowledge of reproduction methods and drafting techniques as related to civil engineering and land surveying; reasonable knowledge of planning principles and county comprehensive planning, zoning, subdivision and addressing programs. Skill in: Use of automated equipment and systems; drafting equipment. Ability to: Communicate effectively in both oral and written forms; supervise, lead and motivate technical support staff; make decisions independently in accordance with established policies and procedures, establish new policies when applicable, and use initiative and judgment in completing tasks and responsibilities; utilizing problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; establish and maintain records, reports and statistical data; work independently, coordinate a variety of projects and schedule time to meet deadlines; courteously meet and deal effectively with other employees, Board of Commissioners, committees, management and advisory groups, other public agency representatives, vendors, contractors, consultants and the public.
Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background as part of a contingent offer of employment. Conviction of a crime may not necessarily disqualify an individual from employment.
