The Technical Clerk provides technical and clerical support to the County Clerk’s Office. This position is responsible for administering and/or providing clerical assistance in all areas of the office, maintaining the Douglas County website and social networking platforms, and county-owned electronic tablets, and assists County Board, other county departments, and the general public.
Based on 37.5 hours per week, full-time, non-exempt.
2025 Salary: $22.70 - $24.49 per hour

Essential Duties
High school diploma or equivalent, with a minimum of two years’ experience in an office setting; prefer two or more years of college/technical training in administrative area, computer science or related field; experience in website maintenance/development, or any combination of education and experience that provides equivalent knowledge, skill and abilities.

Essential Duties
- Administer and maintain Douglas County’s website (CivicPlus platform) and social networking platforms:
- Technical tasks relating to creating and updating webpages with:
- Departmental content;
- Agendas and minutes;
- Calendar events;
- News and services; and
- Documents.
- Train department staff on how to use website modules from administrative end;
- Work with departments on website content.
- Administer and maintain Douglas County’s electronic tablet program:
- Prepare, document and troubleshoot electronic tablets for staff use;
- Be aware of technical developments and perform updates to iPads or advise users to do so;
- Provide support to users; and
- Train users on functionality.
- Provide clerical services to county board and county board committees:
- Prepare and distribute county board agenda and assigned committee meeting agendas;
- Record and distribute meeting minutes;
- Training and knowledge of Wisconsin open meetings law, county meeting rules and procedures, Robert’s Rules of Order; and
- Maintain agenda and meeting records;
- Prepare and/or update the following publications:
- Official County Board Directory; and
- County Board Proceedings book.
- Administer passport program:
- Successful completion of annual State Department prescribed testing required to be a passport acceptance agent;
- Monitor federal rules, regulations and requirements for passport acceptance and processing;
- Process passport applications; and
- Mail daily passport applications and follow-up on delivery.
- Process marriage license applications;
- Assist with election-related duties as assigned:
- Technical tasks relating to electronic election files and reporting software, equipment, and server;
- Examine candidate filings for completeness;
- Prepare, assemble and distribute materials to municipalities and record receipt of returning materials;
- Election equipment testing;
- Completion of required election training; and
- Tracking of absentee ballots and entry of voter data in WisVote.
- Schedule meeting room reservations for internal and external customers and invoice outside organizations;
- Administer and participate in the county tax-deeded land program, including, but not limited to:
- Setting up parcels for sale;
- Working with the public answering questions;
- Adhering to Wisconsin Statutes and Douglas County Ordinance and policy relating to county-owned land sales;
- Creating maps and understanding basic use of GIS programs.
- Metering of county departmental mail;
- Process departmental payment authorizations and general entries;
- Perform departmental tasks relating to cash handling and balancing
- Provide in-person and over the phone customer service;
- Participate in ongoing training; and
- Perform other duties as required.
