The Downtown Partnership of Baltimore (DPOB) strives to make Downtown a destination of choice for living, working, visiting, and investing. We are the connection to everything happening in the state’s largest business center, cultural district, and fastest-growing neighborhoods. We are the center of it all. We also oversee the Downtown Management Authority (DMA), Baltimore’s oldest and largest business improvement district (BID). DPOB's programs – including uniformed operations teams of Downtown Baltimore Guides, Clean Sweep Ambassadors, and Park Stewards – make the 106-block downtown district more attractive, vibrant, and hospitable.
We are looking for a Vice President of Finance to join our corporate headquarters on St Charles Street. In this role, we are seeking someone to oversee the financial strategy, planning, and operations for DPOB and DMA. As part of our executive leadership team, this position will play a critical role in ensuring the organization’s fiscal health, compliance with federal contracting requirements, and alignment of financial resources with our strategic objectives. The Vice President of Finance will report directly to our Chief Operations Officer (COO), supervise a finance team of five and one IT support person, and collaborate closely with senior leaders, the Board of Directors, and external stakeholders.

Strategic Financial Leadership
- Develop and implement the organization’s financial strategy to support its mission and growth.
- Provide financial forecasting, analysis, and reporting to the COO, Board of Directors, and finance committee.
- Align the budgeting process with the organization’s short- and long-term strategic plans.
Financial Operations Management
- Oversee all financial activities, including accounting, budgeting, payroll, accounts payable/receivable, and financial reporting.
- Ensure compliance with nonprofit accounting standards, GAAP, and federal contracting regulations.
- Monitor cash flow, manage reserves, and oversee investment strategies.
Federal Contracting Compliance
- Oversee Director of Grants Administration and Compliance with financial aspects of federal contracts, ensuring compliance with relevant laws, regulations, and reporting requirements (ex: FAR and OMB Circulars).
- Oversee Controller to collaborate with program managers to ensure development of budgets and proper allocation of funds for federally funded projects.
Team Leadership and Supervision
- Lead and mentor a finance team of five staff members and one IT support person.
- Delegate responsibilities effectively, fostering a collaborative and high-performance team environment.
- Provide ongoing professional development, training, and performance evaluations for team members.
Cross-Departmental Collaboration
- Collaborate with various departments, including operations, marketing, and program management, to align financial planning and resources with organizational goals.
- Provide financial insights and support to department leaders to optimize budget utilization and program effectiveness.
- Act as a strategic partner in cross-functional initiatives to ensure financial considerations are integrated into decision-making processes.
Risk Management and Controls
- Develop, implement, and maintain robust financial policies, procedures, and internal controls.
- Oversee audits, including those required for federal contractors, and ensure timely resolution of findings.
- Manage insurance and risk mitigation efforts to protect organizational assets.
Stakeholder Engagement
- Serve as the primary financial liaison to the Board of Directors, preparing materials for board and committee meetings.
- Work closely with external auditors, legal counsel, banks, and other financial partners
Is This You?
- Bachelor’s degree in accounting, finance, business administration, or a related field (master’s degree or CPA preferred).
- Minimum of 8-10 years of progressive financial leadership experience, preferably in a nonprofit organization.
- Strong knowledge of nonprofit accounting, including fund and grant accounting, GAAP, CFR 200, Sarbanes-Oxley, 501(c) 6, IRS and other federal contracting compliance.
- Knowledge of A-133 audits.
- Experience managing federal contracts and knowledge of regulations such as FAR and OMB Circulars.

- Exceptional analytical, problem-solving, and decision-making skills.
- Excellent interpersonal and communication skills, with the ability to convey complex financial information to diverse audiences.
- Proficiency in financial software and systems (e.g., QuickBooks, Sage Intacct) and advanced Excel skills.
- Experience supervising a finance team and working with IT personnel is strongly preferred.
- The ability to work effectively under pressure and maintain a high degree of accuracy is essential.
- This is a full-time, exempt, on-site role that operates in a professional office environment.
- Some flexibility in scheduling may be accommodated based on organizational needs.
- Occasional local travel to attend meetings and events downtown.
- May require occasional evening or weekend hours to meet deadlines or attend board meetings.
This full-time position offers a compensation range of $107,692-$140,000 per year, depending on experience and qualifications.
