Reports to: VP of People & Culture
FLSA Status: Exempt
Salary: $90,000 - $100,000
Hybrid Schedule: 3 days in office required, and as needed by operations.
About the Downtown San Diego Partnership
The Downtown San Diego Partnership (DSDP) is a nonprofit organization that serves as the principal voice and driving force behind the economic prosperity and cultural vitality of Downtown San Diego through membership, advocacy, public services, and community investment. The organizations nearly 300 members, representing a variety of business sectors including real estate, technology, banking, law, defense, insurance, communications, energy, and tourism are committed to nurturing a Downtown that benefits the entire San Diego region.
It also serves as the managing organization for several special districts and charitable foundations including the Property and Business Improvement District otherwise known as Clean & Safe which provides essential public services in the 275 blocks of Downtown. Through these programs, we have provided enhanced services in maintenance, safety, beautification, and homeless outreach, supported business promotion and retention, and improved the quality of life on behalf of Downtowns neighborhoods for more than 20 years. Position Summary
The People Operations Manager will lead and direct the routine functions of the HR department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. The People Operations Manager will manage the administration of policies, procedures, and programs. The position also carries out responsibilities in the following functional areas: Employee Relations, Recruiting & Staffing (Employment), Payroll, Benefits, Training & Development and Compliance. The People Operations Manager oversees the People Operations Coordinator position.
Essential Job Functions & Duties
Employee Relations 30%
- Assists with the development of Human Resources policies for the company regarding employee relations.
- Partners with management to communicate Human Resources policies, procedures, programs, and laws to workforce
- Recommends employee relations practices necessary to establish a positive employer-employee relationship and promotes a high level of employee morale and motivation.
- Participates in the facilitation of investigations when employee complaints or concerns are brought forth.
- Advises managers and supervisors about the steps in the progressive discipline system of the company. Advises managers on employment issues.
Employment 10%
- Collaborates with People Leaders to determine staffing needs.
- Manages the full cycle recruitment process for exempt and nonexempt employees, including:
- Creating and updating job descriptions.
- Posting and managing jobs on recruiting sites.
- Screening Candidates.
- Coordinating Interviews for hiring managers & candidates.
- Offer Letter generation
- Applicant Tracking
- Manages the full cycle onboarding process with candidates, including the development of a 90-day new hire onboarding plan.
General Management & Administration 25%
- Payroll: Manages and processes the payroll process on a bi-weekly basis; serves as Administrator for the Paylocity payroll system (Paylocity).
- Makes salary adjustments and compensation changes in the system (i.e., applying living wage, raises, transfers)
- Leads benefit administration; provides day-to-day benefits administration services; assists employees with any claim issues.
- Supports Managers and Supervisors on time and attendance issues, ensuring that time tracking is documented and in compliance.
- Assists with the development and administration of programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.
- Participates in developing departmental goals, objectives, and systems.
- Maintains HR and employee-related databases (i.e., Paylocity, Navigator).
- Developing strategic risk management plans and procedures.
- Conducting regular risk assessments and audits.
- Prepares and analyzes reports that are necessary to carry out the functions of the department and company. Prepares periodic reports for management, as necessary or requested, including turn over percentages.
Training & Development 15%
- Participates in performance reviews, as requested.
- Assists with the establishment of the company's training needs including training needs assessment, new employee orientation or onboarding, cross-training, the measurement of training impact, and training transfer.
- Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.
- Helps to monitor the organization's culture so that it supports the attainment of the company's goals and promotes employee satisfaction.
- Oversee and lead training programs
Health & Safety 15%
- Assists with the implementation of company safety and health programs.
- Administers disability and worker's compensation claims.
- Manages the OSHA records.
- Tracks and posts OSHA-required data and files reports.
- Supports the IIP & EMP programs.
- Special Projects or Initiatives, as needed
Other 5%
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Collaborates with legal counsel as requested by the COO.
- Maintains knowledge of trends, best practices, regulatory changes, and innovative technologies in human resources, talent management, and employment law.

Required Qualifications, Skills, and Abilities
- Bachelors degree in human resources, Business Administration, or related field required.
- A minimum of five years of human resource management experience preferred.
- SHRM-CP or SHRM-SCP not required but preferred
- Bilingual Spanish and English required
- Strong employee relations experience required, including conducting thorough internal investigations.
- Excellent verbal and written communication skills.
- Excellent interpersonal, negotiation, and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Strong analytical and problem-solving skills.
- Ability to prioritize tasks and to delegate them when appropriate.

Total Rewards Package
This is a permanent, full-time exempt position, salary of $90,000-$100,000. This position is subject to a background, credit, and reference check. DSDP is an Equal Employment Opportunity employer.
