What are the responsibilities and job description for the Director of Entitlements position at Dream Finders Homes?
SUMMARY OF POSITION:
Responsible for managing and overseeing all due diligence/feasibility, entitlement, design/engineering, cost estimation/budgeting, and permitting activities for the Division's Land department for new acquisitions and new community openings. Serve as internal conduit between land acquisition and land development functions, from land contract execution to land closing. Coordinate with external consultants and municipalities to ensure zoning and engineering submittals are approved in accordance with production time frames and to proper specifications. Review and track zoning documents, developer agreements, permits, etc. for new communities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Oversee the entire due diligence and feasibility review process for new acquisitions. Due diligence includes determining both the physical, entitlement/permitting, and financial feasibility of a planned community, as well as identification of project risks and how to mitigate those risks.
- Estimate site work take offs and assemble project land development budgets for new acquisitions, commencing with preliminary budgets for underwriting, and continuing through final budget assimilation and contracting.
- Maintain responsibility for the entire entitlement process for new acquisitions, including initial vetting and feasibility, hiring and coordination of legal counsel and/or consultant team, the review/revision of submittals, representation and presentation at all public hearings, and the successful acquisition of city, county, or federal entitlement approvals.
- Manage the initial application, review, negotiation, and final approval of all impact fee and/or proportionate share agreements with applicable governing authorities (roads, schools, utilities, etc...).
- Build and maintain relationships with city, county, and federal officials, consultants, and community action groups, and leverage those relationships to insure necessary public approvals and permit issuances. Maintain positive company image with peers and municipalities at all times.
- Hire and coordinate project engineering and permitting team, and oversee the completion, submittal and approval of construction plans and all land development permits. Continue to coordinate with the project team and external stakeholders (city, county, federal) from initial submittals to final approvals in accordance with projected project timelines and schedules.
- Coordinate and assemble project development bid packages, bid solicitation and review, and GC selection. Ensure final bids and contracted GC pricing are consistent with projected development budgets.
- Coordinate with internal departmental functions and facilitate new community opening process as the project progresses from start of horizontal development to vertical construction and Grand Opening.
- Conduct all business in a professional and ethical manner to serve internal and external stakeholders and increase the goodwill and profit of the company.
EXPERIENCE, SKILLS, KNOWLEDGE
- Bachelor's degree (B.A. or B.S.) from four-year college or university; or five to seven years related experience and/or training; or equivalent combination of education and experience.
- Registered planner or engineer preferred, but not required
- Strong understanding and experience with land development and site work processes and sequencing.
- Working knowledge of State and Federal developmental and environmental laws and local municipal planning and zoning requirements, civil engineering, and land planning and city/county requirements.
- Strong community and area contacts and extensive knowledge of market area
- Advanced PC skills, including use of Excel, Word, PowerPoint
- Excellent analytical and writing capabilities
- Ability to multi-task and attention to detail
- Strong communication and interpersonal skills
- Strong work ethic, team player
- Strong Organizational Skills

Compensation: $80,000 - $175,000
