Job Title: HSE Specialist
Location: Bakersfield, CA, Southern California, and Central Coast Travel: 100% Reports to: HSE Director
Job Summary:
The Health, Safety & Environmental (HSE) Specialist will provide field-level support to ensure safe, compliant, and environmentally sound operations for oil and gas well and facility abandonment projects. The role involves collaborating closely with various teams, including the Chief Operating Officer, employees, and client representatives to meet HSE requirements and improve performance.
Responsibilities:
- Ensure Safe Operations: Maintain safe work environments at job sites by identifying, mitigating, and controlling hazards.
- Support Job Safety Planning: Actively engage in job safety planning and scheduling to address safety concerns proactively.
- Lead Safety Meetings: Conduct daily safety discussions and tailgate meetings with field teams.
- Advise Operating Teams: Provide guidance and recommendations to improve HSE performance across operations.
- Regulatory Compliance: Ensure adherence to federal, state, and local regulations, and internal HSE policies.
- Continuous Improvement: Lead and contribute to continuous improvement initiatives to enhance safety practices.
- Behavior-Based Safety: Oversee and promote a behavior-based safety program and facilitate near-hit reporting processes.
- Training and Education: Develop and present safety training materials and site orientations to employees and contractors.
- Standard Operating Procedures: Develop and implement SOPs to support safe operations.
- Emergency Response and Audits: Ensure compliance with site emergency response plans. Act as safety officer during emergency responses and drills.
- Audits and Data Analysis: Conduct HSE audits and assessments. Analyze audit and incident data and report findings to management.
- Incident Investigation: Lead incident investigations, perform root cause analysis, and track corrective actions.
- Atmospheric Monitoring: Conduct or assist with atmospheric monitoring and maintain accurate records.
- Safety Documentation and Records: Ensure the completion of site safety documents and vehicle/equipment inspections.
- Safety Culture Development: Foster a strong safety culture by coaching workers and supervisors on safe work practices.
- Lead HSE Discussions: Facilitate key HSE topics during meetings, safety orientations, and contractor briefings.
- Personal Protective Equipment: Procure and maintain jobsite PPE. Ensure compliance applicable PPE standards. Maintain PPE expense records. Perform PPE risk assessments and selection activities.
- Additional Duties: Perform other tasks as assigned by management.
Qualifications:
- Education: High school diploma required; Bachelor’s degree in Occupational Health & Safety preferred.
- Experience: Minimum of 5 years of HSE experience, specifically in oil and gas operations, well servicing, plugging, abandonment, and well safety operations.
- Certifications: OSHA30 Certification required; CSP, OHST, CHST certifications preferred.
- Skills:
o Strong interpersonal and communication skills
o Exceptional organizational and time management skills
o Proficiency with MS Office Suite (Excel, PowerPoint, Word)
o Ability to develop and present safety training materials and reports
o Ability to work independently in a fast-paced environment
Job Location:
Bakersfield, CA, with travel throughout Southern California and Central Coast regions.
