General Purpose of Job:
The Lead Talent Acquisition Specialist (LTAS) is responsible for the daily recruitment needs for Driscoll Health System. The LTAS will assist the Talent Acquisition Manager with developing, implementing & managing Recruitment Marketing Strategies including:
- Developing and implementing dynamic recruitment marketing strategies that align with our hiring objectives and overarching employer brand vision.
- Leverage a diverse array of channels, including digital marketing, social media, job boards, and events, to maximize reach and engagement.
- Analyze performance metrics to provide actionable insights and optimize campaign effectiveness.
- Manage and direct external vendors and agencies for creative development, ad placements, and performance evaluations to ensure alignment with our goals.
- Post and maintain job openings in appropriate advertising venues, recruit/source, and screen job applicants to fill approved, existing DHS job openings.
- Collaborate with Internal Stakeholders: Partner with talent acquisition managers and other business teams to ensure cohesive messaging and alignment with recruitment goals
- Enhance Employer Brand: Create compelling content & experiences that align with the employer brand strategy to by developing and implementing initiatives that consistently align with our Employer Value Proposition (EVP)
- Other Duties as Assigned: Supporting processes related to employer branding and marketing, Management or Non-Management full cycle support, understanding hiring needs, maintaining recruitment metrics, data analysis, building talent pipelines, providing consultation, training & mentoring, and/or event management, and assist in employee relations, benefits, review exit interview trends, and other generalist duties as needed.

TALENT STRATEGY AND RECRUITMENT EXECUTION
- Develop and execute comprehensive talent acquisition strategies to attract top healthcare professionals, including nurses, physicians, allied health staff, and administrative personnel.
- Partner with department heads and hiring managers to identify staffing needs and workforce planning initiatives.
- Manage the full-cycle recruitment process, including sourcing, screening, interviewing, and onboarding.
CANDIDATE SOURCING & EMPLOYER BRANDING
- Utilize multiple sourcing channels, including job boards, social media, networking events, and referral programs, to build a robust candidate pipeline for assigned requisitions.
- Enhance employer branding through partnerships, marketing campaigns, and recruitment events.
- Build relationships with universities, residency programs, and industry associations to attract emerging healthcare talent.
PROCESS OPTIMIZATION & COMPLIANCE
- Identify and recommend best practices to streamline the hiring process while ensuring a positive candidate experience.
- Ensure compliance with healthcare hiring regulations, Equal Employment Opportunity (EEO) guidelines, and organizational policies.
- Performs reference checks and/or verification of employment when third-party vendor is not able to obtain.
- Track and analyze recruitment metrics to measure effectiveness and drive continuous improvement.
TEAM LEADERSHIP & COLLABORATION
- Lead by example and provide guidance, mentorship, and support to a team of recruiters helping ensure alignment with hiring goals and organizational priorities
- Collaborate cross-functionally with HR, hiring managers, and business leaders to ensure a seamless recruitment experience
- Work closely with HR, compensation, and workforce planning teams to align hiring strategies with business goals
- Stay updated on industry trends, labor market insights, and innovative sourcing techniques to enhance recruitment strategies.
- Assist with regular team meetings, training sessions, and workshops to enhance recruiter effectiveness and professional development.
- In the absence of the Talent Acquisition Manager, act as a key point of contact for escalations, troubleshooting challenges, and providing solutions
ADDITIONAL RECRUITMENT RESPONSIBILITIES
- Collaborates with department managers to identify and draft detailed and accurate job descriptions and hiring criteria and implement recruitment strategy.
- Leads recruiting efforts those positions requiring agency usage, travelers, allied health, etc.
- Assists Talent Acquisitions Manager with contract management and department policy updates.
- Attends and participates in college/university career fairs and recruiting sessions. hiring events
- Attend and participate in associations, community and other job fairs in person or virtually.
- Provide information on DHS facilities, job opportunities, benefits and city information to potential applicants.
- Schedule and confirm travel arrangements for on-site interviews.
- May schedule interviews; oversees preparation of interview questions and other hiring and selection materials.
- Screen and refer qualified applicants to company hiring personnel for follow-up interview.
- Verify required licensure, certifications, education, etc. for open position.
- Schedule desired applicants for drug screening, criminal background checks, etc.
- Corresponds with job applicants to notify them of employment consideration. Track recruitment expenses for projecting yearly recruitment expenditures for budgetary control.
- Maintain and update current job postings on DHS web-site and other social media platforms.
- Place advertisements in local and/or national sites and association journals. Tract responses to ads for determining effective and non-effective methods.
- Must have reliable transportation. Travel is required to attend career fairs, hiring events, interviews, and hiring manager meetings at off-site locations, etc.
OTHER RESPONSIBILITIES
- In collaboration with others, assists in preparing for various audits, i.e. I-9, Joint Commission survey activities and reports, etc.
- Coordinate with department managers to schedule temporary agency employees on as needed basis.
- In collaboration with Recruiter Specialists verify approved/authorized personnel requisitions for posting of job vacancies, position control, etc.
- In the absence of the Recruiter Specialist, performs essential job duties as needed. Works collaboratively with other HR employees to establish relationships of mutual respect. Ensures interactions are friendly, caring and professional. Openly communicates formally and informally and fosters team building within the department and hospital. Volunteers to assist other HR employees during their busy times.
Education and/or Experience:
- Associate's degree or higher required; Bachelor's degree preferred.
- Minimum of 7 years of recruitment experience, including at least 2 years in a supervisory role (experience within the healthcare industry preferred).
- Candidates without a degree must have at least 10 years of recruiting experience or an equivalent combination of education and relevant experience, including a minimum of 2 years in a supervisory role.
Certifications and Licenses:
- Professional Human Resources Certification (PHR, SHRM-CP, or similar) preferred.
- Valid unrestricted driver's license required.
