History
The City of DuBois is consolidating with Sandy Township. Human Resources functions previously were handled by respective fiscal positions. In the time leading up to the new City, and after consolidation, the City is centralizing HR functions into this position under the direction of the City Manager. Therefore, the City is seeking a dedicated Human Resource Administrator to help guide the city and township through this important transition and manage the daily operations of our HR department. This role involves hiring and interviewing staff, administering pay and benefits, enforcing company policies, and ensuring compliance with employment regulations, among other key human resources tasks, projects and programs.
Duties & Responsibilities
- Review, track, and document compliance with mandatory training and assessments.
- Recruit, interview, and facilitate hiring for open positions in collaboration with departmental managers.
- Conduct background checks and employee eligibility verifications.
- Implement new hire orientation and employee recognition programs.
- Administer human resource programs, including compensation, benefits, leave, and performance management.
- Handle employment-related inquiries and refer complex matters as needed.
- Participate in employee disciplinary meetings and investigations.
- Maintain compliance with employment laws and review policies for adherence.
- Stay updated on HR trends, best practices, and regulatory changes.
- Manage all insurance, safety and risk programs.
- Perform other duties as assigned.

Training & Background
Bachelor’s degree in Human Resources, Business Administration, or related field required.
At least one year of human resource management experience preferred.
SHRM-CP certification is a plus.
Physical Requirements
Prolonged periods of sitting at a desk and working on a computer.
Ability to lift up to 20 pounds.
Must be able to navigate various departments at the organization’s facilities.
Possession of an appropriate Drivers’ License valid in the Commonwealth of Pennsylvania
Selection Guidelines
Formal application, review of education and experience, oral interview, background investigation including criminal history, credit history, drug test, final selection.
Probationary Period
Any person appointed to the position shall be subject to a six-month probationary period. The City Manager shall evaluate the adjustment, performance, and conduct to determine whether such probationer is fully qualified for permanent appointment at the end of the probationary period.
